MINUTES L January 23, 2018 Regular Meeting 6:30 p.m.-KIB Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the January 23, 2018 regular meeting of the Parks and Recreation Committee at 6:30 p.m. ROLL CALL Daniel Mckenna-Foster called roll call. Committee members present were Patrick Saltonstall, Helm Johnson, Ben Millstein, Steve Paulson, Absent committee members were Paige Simeonoff, Bobby Bassham and Shane Thompson. Absent ex -officio members were Dennis Symmons, and Ron Bryant Corey Gronn. A quorum was established. Community Development Department staff present was Daniel Mckenna-Foster. APPROVAL OF AGENDA COMMITTEE MEMBER MILLSTEIN MOVED to approve the agenda as submitted. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS Regular meeting of: • October 24, 2017 regular meeting • November 28, 2017 regular meeting COMMITTEE MEMBER JOHNSON MOVED to approve the previous minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS A) Saltery Cove Survey Work Update Mckenna-Foster said this memo is an informational bookmark to go along with the partially completed asbuilt survey of Saltery. It's a rundown of how we got to this point. B) Termination Point TMO Status Mckenna-Foster said this one is here because Tom Quass put it on here. He doesn't know if we have dates on these or if anything is going on with Termination TMO's, or if you want to do anything with it. Discussion C) Comprehensive Parks & Rec Plan Mckenna-Foster said this is the resolution that goes before Planning and Zoning tomorrow and he doesn't think there will be any problem with them approving it. He gave a presentation to the assembly at their request for this project, and he thinks it will go through them easily also. KODIAK ISLAND BOROUGH January 23, 2018 PARKS AND RECREATION COMMITTEE Page 1 of 3 Discussion D) Lake Miam Trail (ITN information) CHAIR SALTONSTALL stated he talked to Andy Schroeder who said he couldn't come to the meeting but he said it's very important to have some funding already but they can't do any work without an easement and he wants the borough to get the easement. Brief discussion E) Chiniak Burn Area Land Use Discussion (Rsrc Mgmt Dept) Mckenna-Foster stated the Resource Management Department talked to him about talking to this committee about the idea of proposing this some sort of mountain bike park. Right now, the borough doesn't have much use for it, it's got all these roads that aren't improved roads but it could potentially be an awesome site. Brief discussion NEW BUSINESS A) Mission Beach Parking Lot Maintenance Discussion Mckenna-Foster stated someone called to ask that we put this on the agenda so he did. He doesn't think anything will happen with this because some of the residents requested that the borough take over the maintenance for this parking lot. It is owned by the Baptist Mission. The borough has no interest in taking on maintenance on private property or acquiring this property just to maintain it just because people use it. Discussion. Mckenna-Foster said this would be a good candidate for an easement. For the borough to acquire this, they would have to get a variance for the lot size to subdivide it, they would have to go through the subdivision process and then get the variance and then do all this other stuff. It would be much easier to just get an easement across it. That could be part of the plan at the end if we've identified it. We could take the local data that we've identified, here's the formal facilities and here are the informal facilities, and here are the steps, the ordinance or resolution that we suggest to formalize the informal. During discussion the committee directed Mckenna-Foster to do a letter to the assembly stating they recognize that parcel as having historical use and community value of a boat launch and parking area for kayaks and boats. B) Elections — Chair and Vice -chair ? nominated Patrick Saltonstall for chair. COMMITTEE MEMBER MILLSTEIN MOVED to re-elect the current slate. COMMITTEE MEMBER MILLSTEIN MOVED that we retain Patrick as chair and we retain Helm Johnson as vice -chair. Discussion of what to do or how to do it. COMMITTEE MEMBER JOHNSON MOVED to accept reports. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS None COMMITTEE MEMBER'S COMMENTS Patrick Saltonstall said he's glad that they are getting back on track and he hopes they can meet quorums and improve our work to the borough assembly after that meeting in November we had. He thought the November meeting went really well.
