Board.. Although additional items not listed on the joint work session agenda are
sometimes discussed when introduced by elected officials, staff, or members of the
public, no formal action is taken at joint work sessions and items that require formal
action are placed on a regular Borough Assembly and/or School Board meeting
agenda. Public comments at work sessions are NOT considered part of the official
record. Public comments intended for the 'official record" should be made at a regular

Committee Name: KIBSD Facilities Committee
Description:
Since 1997 a school district facilities review committee has met annually to prioritize the
Six Year Capital Improvement Plan for the State Department of Education and Early
Development. The impetus for the committee was to address facility needs with increased
student enrollment since 1975. The early committee focus was on evaluating District
facilities and making recommendations to support the education mission and included
addressing information on program content, student to leacher ratio, pupil transportation,
extracurricular activities, and community needs. With declining enrollment, increasing
facility costs, decreasing revenue, and aging facilities, the Board of Education is revising
the committee goals, objectives, and structure to meet current needs for information,
prioritization, and cooperation among multiple agencies that participate in the facilities that
support the KIBSD mission to provide an adequate educational opportunity for all children
in the District.
Intended Representation:
• Kodiak Island Borough School District BOE
• Kodiak Island Borough School District Facilities Director
• Kodiak Island Borough Director of Engineering and Facilities
• City of Kodiak facilities representative
• Kodiak College representative
• Island Trails representative
• Alaska Department of Transportation and Public Facilities
Topics and Activities: To provide information and advise the KIBSD Board of Education
and KIB Assembly on matters related to facilities used to conduct the Kodiak Islands
Borough School District mission. The intent of this advisory committee formation is also
to inform other governing bodies with responsibilities related to school facilities.
Topics to include: facility preventative maintenance, facility major maintenance, capital
improvement projects, deferred maintenance, safe routes to schools, road maintenance, and
facility use.
Period: November 1, 2017 to November 1, 2018.
Meeting Schedule: Monthly
Resources: Current CIP list. KIB and KIBSD facility budgets and in-kind services
agreement. Renewal and replacement list by site.
Reporting: The respective Co-chair from the Board of Education and Assembly shall
present a report of the committee's activities at each monthly regular meeting. The
committee will also report to the joint KIBSD HOE — KIB Assembly meetings multiple
times per year.

Relevant Policies and Regulations: Board of Education Advisory Committees shall
provide public notice of their meetings and conduct such meetings in accordance with the
State open meetings laws for such committees.

December 2017 Meeting Agenda
1. Define membership and reiterate goals and objectives.
2. Identify resources (e.g. R&R lists, Safe Routes to Schools documents) available to
inform maintenance and large project prioritizations and responsibilities.
3. Identify future committee tasks based on 11/26/17 joint work session.
4. Set regular meeting schedule and agenda setting policies.
