10/24/2017 Regular MeetingFEB 2018 KODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTEE MINUTES October 24, 2017 Regular Meeting 6:30 p.m.-KIB Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the regular meeting of October 24, 2017 at 6:30 p.m. ROLL CALL Committee members present were Patrick Saltonstall, Helm Johnson (late), Dale Stratton, Ben Millstein, Steve Paulson, and Paige Simeonoff. Ex -officio members present were Alan Schmitt and Corey Gronn. Absent ex -officio members were Rebecca Skinner and Ron Bryant. A quorum was established. Community Development Department staff present was Daniel Mckenna-Faster. APPROVAL OF AGENDA COMMITTEE MEMBER MILLSTEIN MOVED approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER PAULSON MOVED to approve all three minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS A) Joint City/Borough Parks & Rec Presentation Daniel Mckenna-Foster stated this is a presentation we put together a while back about the Plan Update. He talked about the plan, Corey Gronn gave him a lot of good user data that shows how different facilities are being used. If we do go ahead with the Parks & Rec Plan Update, he was thinking there would be four phases; Needs Assessment, Community Vision, Strategy & Development, Plan Approval & Implementation. Formulating the community vision takes a lot of work because it's a lot of community outreach events, activities, and getting people to give ideas of how they use things. He talked about information he had found in the department files, and the different processes of updating the plan. Discussion of merging the two committees into a joint committee, update to the plan progress, holding joint meetings for a while, how the city P&R committee operates, applying for grants, writing a letter to the Assembly, the P&R Comp Plan Update being a joint effort with City P&R, Capital Projects, the committee being the platform for the community input on recreational needs. B) Parks & Rec Comprehensive Plan Update Progress NEW BUSINESS A) Discussion of Dissolution of the Parks & Rec Committee, or combining with the City of KIB Parks and Recreation Committee Page 1 of 2 October 24, 2017 Regular Meeting Kodiak Parks & Rec Committee COMMUNICATIONS None Discussion of possibly the borough taking over a right-of-way trail. COMMITTEE MEMBER JOHNSON MOVED to accept communications. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY REPORTS Meeting Schedule: • November 28, 2017 Parks and Recreation Committee meeting -6:30 p.m.-KIB Conference Room • December 26, 2017 Parks and Recreation Committee meeting -6:30 p.m.-KIB Conference Room COMMITTEE MEMBER JOHNSON MOVED to change the December 261h meeting to December 12`h. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY COMMITTEE MEMBER JOHNSON MOVED to accept reports as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS None COMMITTEE MEMBER'S COMMENTS Ben Millstein said we will see if we meet again or not. Paige Simeonoff asked if we are inviting the City Parks and Rec coming to our next meeting? ADJOURNMENT COMMITTEE MEMBER JOHNSON MOVED to adjourn. CHAIR SALTONSTALL adjourned the meeting.
