October 4 2016 & February 7, 2017 Quarterly Meeting Minutes Pat Branson MOVED to approve the minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Approval of Agenda Dan Rohrer MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Public Comment Jack Maker stated he made adjustments to the roster. It's been a while since we had a meeting and the issue has been having a quorum. When you look at the list, we had 19 primaries with no official alternates. We needed 10 for a quorum. He combined positions and brought Chief Rue for firefighting, we moved Mayor Pat Bransen to elected official alternate, combined the Coast Guard reps and community health representatives, we have a primary and secondary for hospitals, community groups and public at large. It reduced the required voting members that have to be present, either the primary or their alternate, for a quorum from six to 10. We weren't going to have a quorum if he didn't jump on this right away. It had to be done because if we continued to not have a quorum we could have lost our grant. Reports of Sub -Committees None Old Business a. Incident Command System (ICS) Training Maker encouraged everyone to take the online ICS 100, 200, 700, and 800 courses. b. 2017 Crabfest LEPC Emergency Preparedness Outreach Booth Maker said we are all set. We have a new tent and interactive training aids. There will also be emergency management information. New Business a. SFY2017 1sT 2ND , and 3`d Quarter LEPC Grant Reports Maker stated the grant reports are included in the packet. It talks about how much of the grant was there in Quarter 1, how much was used, and how much is still available. As you can see on the third quarter report, Item K Grant balance not reimbursed or encumbered is $8,367.99. We typically spend more than half the grant in the last quarter or last two quarters and that's due to the grant paying staff wages, travel, per diem, and hotel when attending the Emergency Preparedness Conference. We also paid for the vice chair to attend. Right now, we have about $2500 left on the grant. That will likely be taken up with staff hours for the outreach booth as well as the tier II right to know ad that is published in the newspaper. b. Revised DHS&EM LEPC Funding Classification Criteria Maker stated at the Fall Emergency Preparedness Conference, at the LEPCA meeting there was discussion about revamping the way they disperse LEPC funds. Over the years, the LEPC's have evolved into an all hazard type approach to outreach and preparedness. They are catching up with all the documentation to reflect that. c. Spring Emergency Preparedness Conference and LEPCA Meeting Brief Maker stated that Vice Chair Trosvig and he attended the Spring Emergency Preparedness Conference in Anchorage. A lot of it was focused on law enforcement and terrorist acts, active shooters, and those types of things. There was a lot of good information. They are reducing it to one annual conference instead of twice a year, two LEPCA meetings and two State Emergency Response Committee meetings a year. d. Western States Seismic Policy Council Earthquake and Tsunami Workshop Brief Maker stated the Department of Homeland Security held an earthquake and tsunami workshop in Anchorage May 9 — 11, 2017. Maker, the borough manager, and Tom Trosvig attended it. There was a lot of good information about the technical aspects of earthquakes. e. Alaska Division of Geological & Geophysical Surveys Draft Updated Kodiak Area Tsunami Inundation Maps CHAIR MULLICAN stated Homeland Security came to Kodiak to present the maps to the IMT Team. These maps are drastically different than out previous maps. In our previous training, if you are above 100 feet, you are OK. That is no longer true. Through advance computer dynamics and applying new applied sciences, they have reformatted how they predict the heights of tsunami's. These are draft maps, they haven't been formerly accepted yet. Once they accept the maps, then we will pull the Emergency Services Council together so we can also accept the maps. Then we will begin to train the public of what to do when they hear a tsunami siren, when they see the waters go out, and that kind of thing. The 100-foot mark no longer applies. It will take a lot to retrain everyone. Discussion Future Business for Discussion f. Other items of interest for the good of the order (Open Reports) CHAIR MULLICAN stated he received notice last week from DHS and funding is being cut for our Level A hazmat team. He is trying to figure out what impact it's going to have on us as far as being able to respond to hazardous materials incidents in Kodiak. Mayor Pat Bransen said she understands why Jack Maker did what he did, and he should have let people know if they are an alternate or a primary.
