07/19/2017 Regular MeetingKODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTEE MINUTES 19, 2017 Joint KIB/Cit 6:30 SEP 1 2011 CALL TO ORDER CHAIR SALTONSTALL called to order the July 19, 2017 Joint KIB/City Parks and Recreation Committee Meeting at 6:33 p.m. ROLL CALL Dale Stratton requested to be excused due to being out in the field. Committee members present were Patrick Saltonstall, Helm Johnson, Ben Millstein, Steve Paulson, and Paige Simeonoff. Committee members absent was Dale Stratton. Ex -officio members present were Rebecca Skinner, and Corey Gronn. Absent ex -officio members were Ron Bryant, and Alan Schmitt. A quorum was established. Community Development Department staff present was Tom Quass. City Committee members present were Helm Johnson, John Butler, Kyle Ensly, Marcus Dunbar, and Corey Gronn. APPROVAL OF AGENDA COMMITTEE MEMBER MILLSTEIN MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS None AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS None NEW BUSINESS A) Comprehensive Parks and Recreation Plan Review — Update Quass stated this plan has been in two packets now. It's his understanding that this evening we want to get a feel for how we want to go and how we want to proceed. We talked in the borough meetings that we want to come up with one that is similar to the one that was done back then. Tonight you can decide whether you want to go forward to try to start collecting data. His understanding in talking to the borough group here our focus is to look at the parks and recreation side as far as what we can change. We were looking at the infrastructures as far as places to recreate. Termination Point is new for us because now we have to do something to have some kind of control over it, the borough does. He thinks the last trail study was done in 2004. He recommended everyone read the plan through at some point. Discussion of fields, parks, trails, Coast Guard, and what the needs could be. Kodiak Island Borough Parks and Recreation Committee Minutes July 19, 2017 Page 1 of 2 In response to CHAIR SALTONSTALL'S inquiry of how is it going to get written, Quass stated basically as we go through it, take this plan, and first we have to figure out where we are. With that is the data points for usage because the borough doesn't put any programs on. The trails is a separate thing, we have the Trails Plan. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS Scott Arndt -Planning and Zoning Commission Chair, stated the P&Z meeting ended and he wanted to try to attend this meeting. He thanked the committee. COMMITTEE MEMBER'S COMMENTS ? said no on mentioned Swampy Acres, looking into the future, he thinks there is some movement to develop there. ADJOURNMENT COMMITTEE MEMBER JOHNSON MOVED to adjourn.
