04/11/2017 Special Meeting` MAY 2 6 2017 f KODIAK ISLAND BOROUGH } PARKS & RECREATION COMMITTEE:;FiCi.: s7> f.CE MINUTES h;'81A_ ALASKA April 11, 2017 Special Meeting 6:30 p.m. -Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the April 11, 2017 Parks and Recreation Committee Special Meeting at 6:34 p.m. ROLL CALL Committee members present were Patrick Saltonstall, Helm Johnson, Dale Stratton, Ben Millstein, and Steve Paulson. Absent was Page Simeonoff. Ex -officio members present were Rebecca Skinner, Alan Schmitt, and Corey Gronn. Absent ex -officio member was Ron Bryant. A quorum was established. Community Development Department staff present was Tom Quass and Sheila Smith. APPROVAL OF AGENDA COMMITTEE MEMBER JOHNSON MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS A) Saltery to Miam to Pasagshak TMO Review Discussion of what the committee wants at the Trail Summit, TMO's, and summary. B) April 25, 2017 Trail Summit - Planning Discussion NEW BUSINESS A) TMO's — Next Trail system Committee consensus on Termination Point as the next area. B) 1981 Comprehensive Parks and Recreation Plan Review Quass included this so the committee could start looking at it. Discussion of updating the plan and the CIP List. COMMUNICATIONS None REPORTS A) Meeting Schedule: • April 25, 2017 Special Meeting -Trail Summit -6:30 p.m. -Assembly Chambers • May 23, 2017 Regular Meeting -6:30 p.m. -Conference Room • June 27, 2017 Regular Meeting -6:30 p.m. -Conference Room COMMITTEE MEMBER JOHNSON MOVED to accept reports. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS None COMMITTEE MEMBER'S COMMENTS Alan Schmitt stated he is on the Lands Committee and Planning and Zoning Commission, and it's in the early stages but the Lands Committee is looking at a conceptual diagram that was rejected that is Dark Lake but says Beaver Lake. All that land is zoned Natural Use now and so the Lands Committee is looking at the potential, could there be any lots put in there. The idea of thirteen lots along Selief Lane was rejected by the committee last Wednesday because of the terrain but there is some support on the committee to keep looking at it. Our next meeting is on April 26`h. This committee has spent so much time on the routing and re-routing of the trail. There were also discussions of trying to get the funding to put the bridge over the creek that connects Beaver Lake and Island Lake at the end of where Von Scheele stops at the creek to get across because there are lots that have been platted and have sewer and water. They are also looking at what can be done to put in a connector road to try to get land opened up there.
