10/27/2016 Special MeetingKODIAK ISLAND BOROUGH Assembly Special Meeting October 27, 2016 A special meeting of the Kodiak Island Borough Assembly was held on October 27, 2016, in the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. Present were Mayor Daniel Rohrer, Assembly members Kyle Crow, Larry LeDoux, Rebecca Skinner, Scott Smiley, Dennis Symmons, and Matt Van Daele. Also present were Borough Manager Michael Powers and Clerk Nova Javier. CITIZENS COMMENTS None. Mayor Rohrer gave a brief synopsis on how he would be implementing parliamentary procedures and rules during meetings. CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING A. Resolution No. FY2017-13 Adopting A Capital Improvement Projects Priority List For The 2016-2017 State Legislative Sessions. The resolution was postponed from the October 20, 2016 regular meeting. The motion to adopt was already on the floor. Manager Powers noted that a substituted version was provided incorporating the changes requested by the Assembly from the previous meeting. SKINNER moved to amend Resolution No. FY2014-13 by substitution with Version 4. ROLL CALL VOTE ON MOTION TO AMEND CARRIED UNANIMOUSLY: Crow, LeDoux, Skinner, Smiley, Symmons, and Van Daele. SYMMONS moved to amend Resolution No. FY2017-13 by changing the amount of Item No. 8 Traffic Safety Lighting Between Kodiak City Limits and Benny Benson State Airport from the total amount of $17,0000 to $5,500. ROLL CALL VOTE ON MOTION CARRIED FIVE TO ONE: LeDoux, Smiley, Symmons, Van Daele, and Crow (Ayes); Skinner (No). CROW moved to amend the title of Item No. 8 to read Traffic Safety Lighting Study WithinThe Kodiak Road System. LEDOUX moved to amend Resolution No. FY2017-13 by deleting Item no. 5, lines 104 to 115 and replacing items 2 and 3, lines 52-84 with an item 2 with the following text: 2. Safe Pathways to Schools A. Safe Pedestrian Access to Kodiak Schools Estimated Project Cost $1,300,000 State Funding Request $1,300,000 Poor visibility of crosswalks in school zones was a safety hazard! Local weather and traffic degrade the paint on crosswalks; and pedestrians waiting to cross were often difficult to see due to the long season of dark days, inclement weather, and busy traffic at popular intersections. Rezanof Drive was a state owned roadway and was the main road through the City of Kodiak. Pedestrians needing to cross this road to access schools that include Kodiak Middle School, Main Elementary School, East Elementary School, and the Kodiak College must wait for a break in traffic or for motorists to notice their intent to cross and stop to allow the crossing. The Kodiak Island Borough was requesting funding for Alaska Department of Transportation to purchase and install lighted automated crosswalks at intersections of Rezanof Drive and Powell Street, and Rezanof Drive and Benny Benson Street to increase pedestrian safety near schools located along Rezanof Drive. B. Safe Pathways to North Star Elementary School Estimated Project Cost $1,500,000 State Funding Request $1,500,000 Northstar Elementary School was located on a hill amongst several residential neighborhoods. Many roads connecting those neighborhoods around the school were narrow, steep, and winding dirt roads without sidewalks or separated pathways to keep pedestrians safe from vehicular traffic. The Kodiak Safe Routes to Schools Plan (2013) described a need for separated pathways or trails to connect the residential neighborhoods to the school. C. East Elementary Traffic Flow Improvements Estimated Project Cost $2,000,000 State Funding Request $2,000,000 Kodiak Island Borough Assembly Special Meeting Minutes October 27, 2016 Page 2 of 3 There was a safety issue in the East Elementary School parking lot. The school was constructed in 1966 with a substantial addition in 1988. The facility now totals 39,842 square feet with twenty-five teaching stations. Since the expansion, increased traffic flows have created dangerous vehicle/student hazards when students were entering and leaving school. Reconfiguration of the parking area would reduce risks by providing for a safer separation of pedestrians, small vehicle traffic and bus loading/unloading. The project would require an increase in the total area of the parking lot to allow adequate parking to support increased building usage and occupant load.
