I, BERT COTTLE, Mayor of the City of Wasilla, Alaska (the "Issuer"), HEREBY
CERTIFY that:
1. On the date hereof, I caused to be delivered to the Alaska Municipal Bond
Bank (the "Bond Bank") the $2,570,000 General Obligation Refunding Bond, 2007
Series A (the "2007 Bond"), and the $815,000 General Obligation Refunding Bond,
2016 Series A (the "2016 Bond," and together with the 2007 Bond, the "Bonds"), duly
executed by or on behalf of the Issuer.
2. At or before the time of such delivery there was received by the Issuer
from the Bond Bank (i) $7,981.81 as full payment for and the total proceeds of the 2016
Bond, consisting of the $815,000.00 principal amount of the 2016 Bond plus $26,231.30
of original issue premium, less the $828,898.16 escrow deposit for the Bond Bank
General Obligation Bonds, 2007 Series One and $4,351.33 allocated to Bond Bank
issuance costs; and (ii) the $3,380,000 General Obligation Refunding Bond, 2007
Series A, of the Issuer.
