I, JOHANNA KINNEY, City Clerk of the City of Seward, Alaska, a home rule city
of the State of Alaska, HEREBY CERTIFY as follows:
1. The City of Seward was duly incorporated as a home rule city on
January 5, 1960,
2. The members of the City Council of the City of Seward during the period
from October 2015 through the present, and the date of commencement and the date of
expiration of their terms, were and now are, as follows:

elected, qualified, and acting Mayor of the City of Seward.
5. Since January 1, 2011, Johanna Kinney was, and now is, the duly
appointed, qualified, and acting City Clerk of the City of Seward.
6. Since January 8, 2001, Kristin Erchinger was, and now is, the duly
appointed, qualified, and acting Finance Director of the City of Seward.
7. Regular meetings of the City Council are held on the second and fourth
Mondays of each month at 7:00 p.m.
8. The seal impressed on this certificate is the duly adopted and only official
seal of the City of Seward.

We, the undersigned officers of the City of Seward, Alaska (the "City"), a home rule
city of the State of Alaska, HEREBY CERTIFY that the City's $190,000 Harbor
Improvement Revenue Refunding Bond, 2007 (Replacement Bond) and $1,055,000
Harbor Improvement Revenue Refunding Bond, 2016 (together, the "Bond"), were duly
and completely signed on behalf of the City by the execution thereon of the signature of
the undersigned Jean Bardarson, Mayor of the City, and duly and completely attested by
the execution thereon of the signature of the undersigned Johanna Kinney, City Clerk of
the City.
We further certify that the signatures subscribed below are the true and genuine
signatures of said officers respectively.
We further certify:
A. that on the date of execution of the Bond, and on the date hereof, the
undersigned were and are the duly elected or appointed, qualified and acting officers of
the City authorized to execute the Bond, holding the respective offices indicated by the
official titles set beneath said signatures below; and
B. that the seal which is impressed upon this certificate has been impressed
on the Bond and is the official seal of the City.
