I, DEVEN J. MITCHELL, the duly appointed Executive Director of the Alaska Municipal
Bond Bank (the "Bond Bank"), DO HEREBY CERTIFY that I have received from the City of
Ketchikan, Alaska (the "City"), the City's Port Revenue Refunding Bond, 2016, in the total principal
amount of $28,565,000 (the "2016 Refunding Bond"), dated the date hereof, on November 3, 2016.
In exchange for the 2016 Refunding Bond, I have delivered to the City its original Port
Revenue Refunding Bond, 2006 (the "2006 Bond") and $54,222.03 representing a portion of the
proceeds of the Bond Bank's General Obligation Bonds, 2016 Series Four. The Bond Bank hereby
consents to the cancellation of the 2006 Bond, and to the extinguishing of all rights, duties and
obligations of the City and the Bond Bank arising thereunder, effective as of November 3, 2016.

I, ROBERT E. NEWELL, JR., the duly appointed Finance Director of the City of Ketchikan,
Alaska, hereby certify that I have on this date delivered to the Bond Bank the 2016 Refunding Bond
and have received in exchange therefor the cancelled 2006 Bond and the funds described above.
