I, CRAIG C. CHAPMAN, the Finance Director of the Kenai Peninsula Borough,
Alaska (the "Borough"), acting in my official capacity, DO HEREBY CERTIFY that to the

dated October 18, 2016, for the Alaska Municipal Bond Bank General Obligation and
Refunding Bonds, 2016 Series Three and General Obligation and Refunding Bonds,
