I, JANICE WILLIAMS, City Clerk of the City of Dillingham, a municipal
corporation of the State of Alaska, HEREBY CERTIFY as follows:
1. The City of Dillingham was duly incorporated as a second class city in
1963, and reclassified as a first class city in 1977.
2. The members of the Dillingham City Council during the period from
January 1, 2016, through the present, and the date of beginning and the date of
expiration of their terms were and now are, as follows:

3. Each of the foregoing members of the Dillingham City Council was duly
elected or appointed and qualified, and held office as a member of the Council as stated
in the foregoing paragraph.
4. Since October 2015, Alice Ruby was, and now is, the duly elected,
qualified, and acting Mayor of the City of Dillingham.
5. Since July 24, 2012, Rose Loera was, and now is, the duly appointed,
qualified, and acting City Manager of the City of Dillingham.
6. Since April 20, 2007, Janice Williams was, and now is, the duly appointed,
qualified, and acting City Clerk of the City of Dillingham.
7. Since August 15, 2015, Navin Bissram was, and now is, the duly
appointed qualified, and acting Finance Director of the City of Dillingham.
8. Since December 23, 1997, Boyd, Chandler& Falconer, LLP, were, and
now are, the duly appointed, qualified, and acting City Attorneys of the City of
Dillingham.
9. Regular meetings of the Dillingham City Council are held on the first
Thursday of each month, at 7:00 p.m., at the Dillingham City Hall, 141 Main Street,
Dillingham, Alaska. Regular meetings during budget time are held the first and third
Thursday during the month of June, at the same time and location, in order to adopt the
budget in a timely manner.

10. The seal impressed on this certificate is the duly adopted and only official
seal of the City of Dillingham.
