incorporated in 1957.
2. The members of the Council of the City of Bethel during the period from
October 2015 through the present, and the date of beginning and the date of expiration

Each of the foregoing members of the City of Bethel Council was duly elected or
appointed and qualified, and held (or currently holds) office as a member of the Council
as stated in the foregoing paragraph.
3. Since October 2014, Rick Robb was, and now is, the duly elected, qualified,
and acting Mayor of the City of Bethel.
4. Since January 2009, Lori Strickler was, and now is, the duly appointed,
qualified, and acting City Clerk of the City of Bethel.
5. Since January 2014, Hansel L. Mathiaw was, and now is, the duly
appointed, qualified, and acting Finance Director of the City of Bethel.
6. Regular meetings of the City Council are held twice in each calendar month.
Regular meetings of the City Council are held at 6:30 p.m.

We, the undersigned officers of the City of Bethel, Alaska, a second class city of
the State of Alaska, HEREBY CERTIFY that the $175,000 Lease Revenue Bond, 2007
(replacement Bond) and $2,000,000 Lease Revenue Refunding Bond, 2016 (together,
the 'Bond"), were duly and completely signed on behalf of the City of Bethel, Alaska by
the execution thereon of the signature of the undersigned Richard Robb, Mayor of the
City, and duly and completely attested by the execution thereon of the signature of the
undersigned Lori Strickler, City Clerk of the City.
We further certify that the signatures subscribed below are the true and genuine
signatures of said officers respectively.
We further certify:
a. that on the date of execution of the Bond, and on the date hereof, the
undersigned were and are the duly elected or appointed, qualified and acting officers of
said City authorized to execute the Bond, holding the respective offices indicated by the
official titles set beneath said signatures below; and
b. that the seal which is impressed upon this certificate has been impressed
on the Bond and is the official seal of the City of Bethel, Alaska.
