conducted before an Authorized Officer of the Alaska Municipal Bond
Bank (the 'Bond Bank") on Friday, September 6 2016, at 1:30 p.m. at
the Office of the State Debt Manager, 333 W. Willoughby Avenue, 11 th
Floor, Juneau, Alaska 99811-0400, for the purpose of hearing public
comments on a request by the City of Ketchikan, Alaska (the
"Borrower") that the Bond Bank issue up to $34,700,000 agwegate
principal amount of the Bond Bank's General Obligation and Relunding
Bonds, 2016 Series Four (toe "Bonds") for purposes of financing or
refinancing, directly or indirectly, costs of the project described below.
The maximum dollar amount of Bonds to be issued to finance 11
or refinance, directly or indirectly, costs of the Project is $34,700,000.
The actual principal amount of Bonds issued to finance or refinance,

"Project"); (2) paying costs of issuing the Bonds; aid (3) making a
deoosit to the Bank's Reserve FLind.
All of the improvements to be financed and/or refinanced with I
proceeds of the Bonds are located in the City of Ketchikan and are
owned and operated by the Borrower.
The Governor of the State of Alaska as the applicable elected i
representative of the governmental unit having jurisdiction over the
Bond Bank and having lurisdichos over the area in which the Project is
located, will consider approving the issuance of the Bonds by the Bond
Bank.
The principal of and interest on the Bonds will not constitute a
debt or liability or constitute a pledge or loan of the faith and credit of
the State. The Bone Bank is obligated to pay the principal of and
interest on the Bonds only from revenues and funds pledged to the
payment of the Bonds and the State is not obligated to pay such
principal or interest and neither the faith and credit nor the taxing
power of the State is pledged thereto.
The purpose of the public hearing is to provide a reasonable
opportunity for members of the public to express their views, orally or
in writing, regarding the issuance of the Bonds and the uses and
purposes of the proceeds of the Bonds. The hearing will be conducted
in a manner that provides a reasonable opportunity for persons with 1
differing views to be heard on the question of the issuance of the i
Bonds. Written comments may be delivered at the public hearing or
