Assembly Special Meeting
September 22, 2016
A special meeting of the Kodiak Island Borough Assembly was held on September 22, 2016, in
the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 12 p.m.
Present were Mayor Jerrol Friend, Assembly members Larry LeDoux, Dan Rohrer, Rebecca
Skinner, Scott Smiley, and Dennis Symmons. Also present were Borough Manager Michael
Powers and Deputy Clerk Angela MacKenzie.
LEDOUX moved to excuse Assembly members Kyle Crow and Frank Peterson who were
absent due to personal leave.

CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
A. Review And Approval Of Letter To The North Pacific Fishery Management Council
Regarding Gulf Of Alaska Trawl Bycatch Management To Include Landing Requirement
To Kodiak Island Borough.
LEDOUX moved to review and approve a Borough Assembly and City Council joint letter to the
North Pacific Fishery Management Council.
The item was presented by the Kodiak Fisheries Work Group for consideration by the City
Council and Borough Assembly.
The fisheries analyst and the Kodiak Fisheries Work Group recommended that the Borough and
the City submit a joint letter to the North Pacific Fishery Management Council for the Gulf of
Alaska Trawl Bycatch Management. Through joint resolutions, the City and Borough have
identified ten community goals for fishery management program. The ten goals include
maintenance of healthy harvesting and processing sectors, and achieving the best economic
and social outcome for the whole community.
The letter would reiterate support for the regional delivery element of the program that would be
before the Council again in December 2016.
