08/11/2016 Regular MeetingAssembly Speicial Meeting August 0 „ o A special meeting of the Kodiak Island Borough Assembly was held on August 11, 2010, in the Borough Conference Room of the Kodiak Island Borough Buildiing, 710 Moll Bay Road. The meeting was called to order at 12 p.m. Present were Mayor Jerrol Friend, Assembly members Kyle Crow, Larry LeDoux, Frank Peterson Jr., Dan Rohrer, Rebecca Skinner, Scott Smiley, and Dennis Symimons. Also present were Borough Manager Michael Powers and (Borough Clerk Nova Javier. CITIZENS' COMMENTS Matthew Van Daele spoke on the (proposed Ordinance. He asked that more dialogue should happen before this smatter moves forward. Judi Kidder agreed with Mr. 'Van Daele that the project should be done correctly. Dan Bradbury spoke on the proposed streetlights and the liability it imposed on Otmeloi property owners. A. Ordinance No., FY2017-04 Submitting To The Qualified Voters The Question Of Establishing The Otmeloi Neighborhood Streetlight Service Area To Provide Operation And Maintenance Of Streetlights Along Otmeloi Way And A Portion Of Mallard Way. The Assembly helda public hearing on this ordinance on Thursday, August 4. The ord',inance was postponed to a special meeting on August 11 and the motion was already on the floor which was to approve Ordinance No. FY017-04. Included in the packet were a couple of maps that staff prepared for consideration regarding the proposed streetlights service area. The Department of Transportation (DOT) had done basic review of the properties but had not come up with construction plans for the Otmeloi Road Project. The Assembly discussed options including a special election by -mail. ROLL CAUL VOTE ON MOTION FAILED UNANIMOUSLY: Crow, LeDoux, Peterson, Rohrer,. Skinner, Smiley, and Symmons. PETERSON moved to recess the special meeting and resume it after the work session. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. After the vote, Mayor Friend recessed the special meeting at 7.10 p.m. and convened the work session. After the work session, Mayor Friend reconvened the special meeting at 0.42 p.m. B. Executive Session To Discuss The Borough Clerk's Performance Evaluation. Kodiak Island Borough Assembly Special Meeting Minutes August 11, 2016 Page 1734 PETERSON moved to convene into executive session to discuss the Clerk's Performance Evaluation, a subject that qualifies for executive session as a matter that may tend to prejudice a character or reputation of a person. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: LeD,oux, Peterson, Rohrer, Skinner, Smiley, Symmons, and Crow. PETERSON moved to invite the Mayor, Assembly, and Clerk into executive session. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY- Peterson, Rohrer, Skinner, Smiley, Symmons, Crow, and LeDoux. After the vote, Mayor Friend recessed the special meeting and convened the executive session at 9:43 p.m. At 10:30 p.m. Mayor Friend reconvened the special meeting and announced that no action was to be taken as a result of the executive session. The Assembly members thanked the Clerk for all that she does for the Borough and all Citizens.
