Work Sessions are informal meetings of the Assembly where Assembly members review the upcoming regular
meeting agenda packet and seek or receive information from staff. Although additional items not listed on the work
session agenda are discussed when introduced by the Mayor, Assembly, or staff, no formal action is taken at work
sessions and items that require formal Assembly action are placed on regular Assembly meeting agenda. Citizen's
comments at work sessions are NOT considered part of the official record. Citizen's comments intended for the "official
record" should be made at a regular Assembly meeting.

Subject: Assembly Priorities — Status Report
We have reviewed the Assembly Priorities listed in the Work Session Agenda and offer the
following status report as well as the opportunity to have further discussions regarding these
issues:
• Bonded Projects -As previously reported and discussed, the projects continue moving
forward with an expectation that all will be underway by 2018.
• Mental Health -A one year agreement was recently approved. Staff is evaluating the
options for future years and will include recommendations in the upcoming budget
process.
• Non-profit Funding -Applications have been prepared and made available. Staff has
updated the website and applications. Staff is searching for funding options as directed
by the Assembly. As of this writing, we have already received 4 applications.
• Capital Funding -We have been corresponding with our lobbyist regarding the process
and future projects. We are working on our R&R list (pdpritization).
• Contracting and Procurement -A presentation is scheduled for the Assembly on August
11.
• Salary and Hiring Staff is reviewing our current classification plan and will be discussing
with the represented employees. Staff will return to the Assembly for discussion In late
fall.
• KIB Vacant Positions -All positions are being advertised. Staff is reviewing other
recruitment venues for specialty areas.
• Strategic Plan Staff is completing the Action Plans and will present them to the
Assembly in July.
• Waste Collection Contract -The item is moving forward with an RFP to be released
before the end of the Calendar year and a new contract effective 201 B.
• Electeds/IC System Staff is reviewing our emergency plans and the ICS as Implemented
on Kodiak. Further, we are reviewing the current training levels of staff and elected.
• Boards/Committees-staff has completed a superficial review of the various Boards,
Committees and Service Areas/Distdcts and will be reviewing in greater depth.
• Village/Assembly Communications -Staff Is working on resolving the technological
problems and will report to the Assembly in September.
• Fre Department Consolidation -Pending "referendum" being considered by the
Assembly. Bayside has reached out to the other Districts and the Villages to offer
training on fire services.
• Hospital Contract negotiations underway.

Animal Control -Staff is reaching out to the Humane Society and preparing an Interest
Request to see if there are any potential vendors.
In addition to these priorities, staff is working on the following items that we want to make sure
the Assembly is aware of:
• Purchasing Manual Rewrite -Staff is rewriting sections of the Manual for clarification and
simplicity.
• Union Negotiations Staff will be entering negotiations shortly.
• Facilities Master Plan -Borough Hill -staff is reviewing past work and is initiating the
process to undertake a Master Plan for Borough Hill.
