AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
AMENDING KODIAK ISLAND BOROUGH PERSONNEL CODE CHAPTER 4
HIRING AND ADVANCEMENT SECTION 402 JOB VACANCIES AND
SECTION 405 JOB POSTING TO ALLOW AN ALTERNATIVE FOR THE
BOROUGH TO RECRUIT NEW APPLICANTS
WHEREAS, this ordinance would allow an alternative for the borough to recruit new
applicants when a position becomes vacant; and
WHEREAS, the Borough wants to have efficient and flexible processes to ensure qualified
staff are recruited; and
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is of a general and permanent nature and shall become a part of
the Kodiak Island Borough Personnel Manual.
Section 2: Amendments and revisions to the KIB Personnel Manual as identified below are
here by implemented upon adoption.
Section 3: KIB Personnel Manual Chapter 4 Hiring and Advancement Section 402 Job
vacancies is hereby amended as follows:
such an employee is the most qualified applicant for the position.
Applicants for promotions must meet the qualifications for the vacant
positions as described in the recruitment announcement. The borough is
not required to promote such employees to vacant positions. The manager

Section 4: KIB Personnel Manual Chapter 4 Hiring and Advancement Section 405 Job
Posting are hereby amended as follows:
Section 405 Job Posting
Any Kodiak Island Borough position which is to be vacated, has been vacated
or any position that has been created shall be posted within the Borough.
Alternatively, recruitment may also include new applicants through
simultaneous announcement of positions internally and publicly to allow
recruitment of new applicants. The posting shall state the details and
