The Alaska Research Consortium presents this plan to the Kodiak Island Borough Assembly for the management and operations of the Kodiak Seafood and Marine Science Center (KSMSC) as a series of Private Public Partnerships. The Alaska Research Consortium (ARC) is a 501(c) 3 corporation organized to support and promote education, technology development, training and service to sustain and increase the value of Alaska's marine resources and seafood industry. ARC's directors include 9 voting members well versed in the Alaska Seafood Industry and cognizant of the history of KSMSC, the former Fishery Industrial Technology Center (FITC). In addition there are 3 non-voting ex officio seats on the board, a representative of the Kodiak Island Borough (KIB), a representative of the City of Kodiak and the Director of Alaska Sea Grant (ASG). A central theme of ARC's involvement is to manage the Alfred Owen Building through Public Private Partnerships. ARC's Board of Directors has significant experience with the KSMSC and the larger educational and research needs of coastal Alaska! Our goal is for KIB to purchase the building and its grounds from UAF for the sum of $ I . The agreement we hope to develop with the KIB will include a schedule of rents and user fees to cover O&M costs. We anticipate that KIB will solicit other funding support to correct deferred maintenance on the building. The building's roof, siding, and windows all need immediate attention to alleviate developing damage from water intrusion. KIB already owns and operates the 6 unit apartment complex adjacent to the Owen Building as well as the Kodiak Fisheries Research Center (KFRC), currently occupied by NOAH, lying on the other side of the apartments. This would bring the Alfred Owen Building more directly into the Fisheries Campus that KIB has been developing along with the Alaska Department of Fish and Game on Near Island. The Alaska Research Consortium, a 503(c)(3) nonprofit co0rat ood standing with the State of Alaska (Alaska Corporate Entity # 10028796) will provide management of the facility. A primary function of the Consortium will be to integrate facility users such as UA, Kodiak College, the KIB School District, coastal communities, Alaskan Native groups, and the Alaska Seafood Industry to accomplish specific research and training goals. The Consortium will be responsible for management of KSMSC aside from building O&M. The Consortium is currently initiating pursuit of a partnership with the University of Alaska, specifically with the Alaska Sea Grant Marine Advisory Program, the College of Fisheries and Ocean Sciences (CFOS), Kodiak College and Statewide Workforce Programs. I have personally had the pleasure of working with colleagues at the Center over my 30+ years as a seafood specialist. Even from Gloucester Massachusetts where I conducted my graduate research in the 1980's— Kodiak was the place everyone wanted to be for at least part of their career. This Center was the most prominent in our field, fading with the death by a thousand cuts that began about 2 decades ago. It is commendable that the faculty and staff of KSMSC has remained successful providing the level of support to their stakeholders and also to the broader scientific community that they have in light of the financial pressure they have been under. This shows the level of dedication and commitment from the personnel at KSMSC to the field and more importantly to the Alaska seafood industry. We need to restore this prominence. It is critical for the food security of the United States that a strong center for seafood technology be present in Alaska. It is not news to anyone reading this letter that Alaska is the major producer of seafood in the United States and an important exporter of fresh and frozen products to markets around the world. If we as a global society are going to provide protein foods to the world in an environmentally sustainable manner, seafood is the answer since terrestrial animal production is maxed out due to water, feed and land restrictions. Alaska seafood will be a major factor in this equation. Because of this important need, it is crucial for there to be a center in Alaska to address the scientific, technical and safety issues surrounding seafood. There is no facility like Kodiak in the United States and it would be a shame to lose it. To show our support for the KSMSC, Washington State University and the University of Idaho are appointing the core faculty at KSMSC to our faculties as affiliate members and are developing academic educational and research programs in conjunction with them in addition to professional development opportunities for the broader community in seafood science and technology. Assembly Work Session June 30, 2016 Agenda Item 2.c: Non-profit funding Staff Report Recommended Action: 1. Pursue using the Community Foundation by directing two Assembly Members (plus staff) to work with the Foundation to pursue a plan for FY18 and beyond; and 2. Provide direction to staff on process. Discussion: The Borough has used a variety of methods In the past to allocate funding to various non -profits on Kodiak Island (see attached). Staff has Included In your packet historical Information an priority funding and funding amounts. Staff has also prepared a spreadsheet of the past year allocations with the currently budgeted funds shown on a proportionate basis. As a reminder, the budget for non -profits was reduced by 40% for FY 17. As Is shown in the History, the Borough has used a variety of methods to address the process of funding for non -profits. The Borough has sought to potentially use the Kodiak Community Foundation to administer the process and funding. The Foundation has indicated that they are not prepared to administer this request this year, but Is interested In doing so in future years. In regard to process, there are numerous ways to proceed. Rather than overload you with options, staff has three options/policy decisions to consider: 1. Status Quo -fund the prior year recipients on a proportionate basis as shown on the attached spreadsheet. 2. Fund the previously High Priority projects at the requested or previous year's amount (whichever is smaller) and distribute the remainder proportionately. 3. Task staff to evaluate the proposals based upon clear guidance and priorities. Given the timing of the issue, staff opines that the third option would drag out the funding and would take considerable time. Also, given the Intent of potentially using the foundation, building a process would be a one year solution should the Borough come to an agreement with the Community Foundation. Should an agreement not be reached, this option will be revisited. Regardless of which method is chosen, staff opines that each of the recipients should be required, by agreement (a very short and simple agreement), to provide a brief written report on their use of the funds and how It furthered their non -profits mission. Further, staff urges that the Assembly focus on the overall mission of the non-profit, rather than the details of the use of funds. Since we are expending public funds, the mission of the non-profit should contribute to the improvement of the community and the wellbeing of the residents, and the specifics of what the money Is spent on is less Important than the overall good being accomplished by the non-profit using the funds. Page 12 of 39 FY 2017 Non Profit Funding - Discuss Prorated Version Of Las... AGENDA ITEM #2.c. Non -Profit Funding Process History FY2017 The budget is $234,000, which Is a 40% reduction from last year's budget of $390,000. The application process has not been initiated so we do not know which organizations would be requesting funding or the amount of their request; nor have grant reports of last year's funding been received because It Is typically a function of the application process. FY2016: The Manager's Office managed the application process. The budget for non-profit funding was decreased from the prior year. Based on Assembly discussion, seven organizations were deemed high priority and provide an amount based on Assembly discussion, new applicants were generally not considered, and the remaining funding was shared proportionally among prior year recipients who had requested funding again. Assembly member Rohrer performed the calculations for the proportional share. FY2015 The Clerk's Office managed the application process for an Assembly sub -committee who established a separate accounting fund and funding formula for the non-profit program, revamped the application packet, application and reporting requirements, and distribution policies. Applications that were late or Incomplete did not receive funding even If they had a long history of funding via this program. FY2008-FY2014 The Finance Department managed the application process. Non -profits were funded via the Health & Social Services and Education, Culture & Recreation accounting funds. Applications were received and reviewed; the amount requested was the initial amount placed in the budget, subject to Assembly review. FY2007 and prior It is unclear how applications were managed, however it may have been overseen by the Manager's Office and forwarded to the Finance Department for Inclusion in the budget; there Is evidence that some prior years Include state funding as well as borough monies. NON-PROFIT FUNDING OUTLINE • Base non-profit funding on 3% of general fund expenditure budget, utilizing bed tax revenue to fund tourism related organizations. • Combine all 501(c)3 & 4 organizations into one group in the budget. • Maintain a nonprofit funding committee to review applications ahead of Assembly budget meetings. • Review applications based only on current information, not on prior granted amounts. • Require organizations to fall under the powers of the Borough. • Include nonprofit applications for "Goods and Services Contribution" in this process.
