Use & Size of Existing Structures: The property in its entirety is the site of an existing tank farm. The portion of the property that
pertains to this Zoning Compliance Permit is currently unoccupied and partially undisturbed. The existing structure is a concrete vault
with associated piping.
Description of Proposed Action: Proposing site clearing and dirt removal, along with construction of a retaining wall and tank
foundation in preparation for installation of 12,000 bbls diesel storage tank on the southeast portion of the lot. Access to the property
for all construction activities will be achieved through an agreement with Alaska Pacific Seafoods. Please see additional description
attached.

TANK 2016 PROJECT OVERVIEW
Construction of a new 11,900 bbl welded steel fuel storage tank (Tank 2016) with
internal floating roof, including required sitework, retaining wall at new tank location,
concrete tank foundation, new mechanical fuel piping to connect new tank to existing
fuelling system, required electrical including new level control/monitoring system at new
tank.
Initial project specifics for Tank 2016 include:
TANK 2016 SITE PREPARATION PLAN
Remove items as indicated on the site plan. Deliver the abandoned concrete structure
and other construction demolition debris to the local landfill, provided this material is
deemed inert waste material. Prior to removal of concrete structure, coordinate activity
with property owner Petro Star, Inc. (PSI) and Kodiak Electric Association (KEA) to have
utility pole secured. KEA will remove utility pole guy wire obstruction and re-route
overhead low voltage service line. Contractor shall safely remove aboveground storage
tanks as approved by PSI. The procedure for demolition, removal, transportation, and
disposal of these tanks will meet local and state requirements for proper handling of
potential hazardous waste. Remove portion of existing chainlink fence as required to
install retaining wall and dispose of this material as directed by PSI. Re-route electric
line on fence as stated in the Electrical Instructions. Remove portion of existing
containment wall as required to perform the work. Abide by PSI requirements to restore
existing containment during and after the work.
TANK 2016 EXCAVATION AND DEWATERING PLAN
Excavate soil and bedrock to the depth required on the drawings. Allow soils and rock
fragments to be screened for petroleum hydrocarbons and segregate materials as
directed by PSI. The procedure for removal, transportation, storage, or disposal of
hydrocarbon -impacted soils will meet local and state requirements for proper handling
of potential hazardous waste. De -water the excavation as required to perform the work.
As required by PSI, the water shall be impounded to remove settleable solids and
filtered to remove hydrocarbons in accordance with local and state water quality criteria.
Discharge treated water to a drainage system approved by the regulatory agencies.
ADDITIONAL INFORMATION FOR THE WORK PERMIT
PSI estimates approximately 300 cubic yards of soil above the groundwater table to be
removed from the site. Approximately 700 cubic yards of soil and rock are estimated to
be removed from below the groundwater table. A soldier pile and timber lag retaining
wall will first be constructed to a length of about 120 feet. The piles will be founded in
10 to 15 feet of bedrock, and subsequent to installation, the wall will retain 10 to 15 feet
of overburden soils. The tank foundation will be a reinforced concrete ringwall. Loose
soils beneath the tank footprint will be removed to a depth of approximately 10 feet to
firm bedrock, and the bottom of this excavation will be flat upon firm bedrock. Imported
structural fill will be used as a leveling course and to backfill around concrete footings.
