A rain sheet Is plastic sheet which is secured to the surface of a new landfill cell to separate clean rain
water from contaminated leachate prior to placement of municipal solid waste( 5 1. Rain and snow
melt water collects on the rain sheet and flows to a low area in the cell where It is removed via pumping.
Use of a rain sheet minimizes the volume of leachate that must be treated In the leachate treatment
plant.
The typical rain sheet is composed of a thin(12 mil to 20 millscrim-reinforced polyethylene laminate.
Thicker products(e. .,28 mill typically mean longer life for the rain sheet. The rain sheet Is typically
held In place using sand bags or ropes.

Typical operation Is to install the rain sheet over the entire surface of a new landfill cell,then remove
sections of the rain sheet and place MSW starting from the higher end of the cell first. The rain water
contacting the IVISW In the higher end oft cell becomes leachate and enters the leachate collection
system beneath the cell,flowing to the leachate treatment system. The rain sheet remains In place at
the lower end of the cella continues to collect and divert rainwater. As additional landfill space Is
needed In the cell,additional sections of in sheet are removed In a downhill direction. This process
diverts the maximum volume of clean rain water and minimizes the volume of leachate generation.

for the consideration of the assembly to have staff pursue the installation of a rain sheet in the lower
area of Cell 1 to Intercept rain water and divert it to the storm water system to reduce the overall
quantity of water that would require treatment In the waste water plant.Rain water diversion would
directly reduce the costs associated with chemical requirements for the treatment of leachate.
