11/12/2015 Regular Meeting III 4 21016 KODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTEE "CLERICS OFFICE KODIAK,ALASKA MINUTES November 12, 2015 Regular Meeting 7 p.m.-City Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the November 12, 2015 Parks and Recreation regular meeting at 7:01 p.m. ROLL CALL Committee members present were Patrick Saltonstall, Helm Johnson, Sharon Wolkoff, Marnie Leist, Dale Stratton (7:03 p.m.). Ex-officio member present was Alan Schmitt. Absent ex-officio members were Frank Peterson, Ron Bryant, Corey Gronn. A quorum was established. Community Development Department staff present was Jack Maker and Sheila Smith. Also present was Paul Van Dyke and Janel Day (GIS). Members of the public present were Brian McCrary and Ben Millstein. APPROVAL OF AGENDA COMMITTEE MEMBER JOHNSON MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER JOHNSON MOVED to approve the October 27, 2015 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS A) Trail Management Objectives Jack Maker stated in your packet is the Russian Creek drafts without all the input. Paul Van Dyke brought completed copies tonight. Paul Van Dyke stated the project area we were working on is the Pillar Mountain to Bells Flats so the Russian Ridge is the first one we did then the Jack & Lee Lakes area, then these to connect the two so this is the Pillar Mountain to Womens Bay. This is the one with all your comments. Saltonstall said what we've done in the past is we'll approve these and present them at our next trail summit to hopefully get more input along with input on the next trail areas. We will say that we are seeking input on the Saltery Cove/Portage area and start working on those, but we'll also come up with an overall statement about what we thought of this whole area, and pick what the best project is in that area. Discussion of the trails, 17b easements, land ownership, TMO's, and the condition of the Saltery Trail. The committee relayed an addition to the comments of A18 for Van Dyke to add to TMO's. COMMITTEE MEMBER LEIST MOVED to approve the TMO's as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY B) K.I.S.A. Range and Monashka Bandit Range - Placeholder CHAIR SALTONSTALL said he talked to a State Trooper who said there is a new bandit range 200 yards further down the road on the same side of the road. There is more garbage and they are starting to shoot the trees down in a new place. The Trooper said if there was an ordinance he couldn't write them a ticket but he could ask them what they are doing but there's not much he can do about it right now. Maker stated that the Borough Resource Officer, Duane Dvorak, is working on better signage than we have had in the past. If you want to come up with recommendations for the park Maker will put it in memo form and forward to, if appropriate, the P&Z and on to the Assembly. Maker included in the packet the tri-fold brochure on shooting that Neil Horn did up. Staff can bring a bunch for the committee to disperse where they see fit. Discussion of shooting, garbage, parks, and full-page ads in the newspaper. Also discussed was doing a cleanup of the area May 15' during Spring Clean Up, PSA's, Maker stated this committee does not do resolutions so he will send COMMITTEE MEMBER LEIST the memo form for her to do the wording and Maker will edit it. COMMITTEE MEMBER LEIST MOVED TO AMEND the motion (previously adopted at the October 27th meeting) to make a recommendation for the assembly to consider cleaning up the bandit range at Monashka Bay, to potentially put up signage and do PSA's, and potentially an educational brochure about safe shooting and optional preferred shooting locations. VOICE VOTE ON MOTION TO AMEND CARRIED UNANIMOUSLY C) Termination Point and Long Island - Placeholder Maker stated this is a placeholder. No new information. D) Killarney Hills, Tract R-2 - Placeholder Maker stated two new comments came in and are included in your packet. EX-OFFICIO MEMBER SCHMITT gave background info on Killarney Hills. Discussion of parks, trails, R-2 housing, and sixty-eight families that are still going to be displaced from Jackson's and the need for housing. COMMITTEE MEMBER LEIST MOVED to make a recommendation to the Borough Assembly, Lands Committee, and Planning and Zoning to keep the Woody Way/KANA Field as a field, to preserve the wetlands for public use, and to consider connectivity from Murphy Way to the field as we move forward in planning. Page 2 of 4 Parks and Recreation Committee Minutes 11/12/2015 VOICE VOTE ON MOTION CARRIED UNANIMOUSLY During discussion Maker stated he will transfer the 2 recommendations into a memo and get the chair to initial it and he'll see to it that it goes to P&Z, Lands Committee, and the Assembly as an information item with the minutes. Maker told CHAIR SALTONSTALL to check with the Clerk's Office to see if we can get the committee on the agenda to give a brief of what the committee is doing. Discussion of the Quarterly Updates to the Assembly and when the next one will be. E) Saltery Cove & Portage Bay Trail Improvements — Placeholder Maker stated there is nothing new to report. They have completed their work for this year and will pick up next year when the season allows. Brief discussion F) Island Lake Trail Improvements - Placeholder Maker stated there is nothing new to report, and Smith said at the last meeting that the purchase order was finally approved. NEW BUSINESS A) Future Trails Summit Maker provided the last two Trails Summit agendas and the advertising in your packet. During discussion, there was consensus to hold a Trails Summit on February 23, 2016. B) Status of Kodiak State Parks Maker stated there was a statement on Facebook but he couldn't print it. It was a good letter from the management area of State Parks for this area. It looks as if they will make every effort to keep the parks open and have found other ways to cut the budget. At least they will be able to maintain minimum staffing of the parks and they will remain open for now. COMMUNICATIONS A) November 18, 2015 Planning and Zoning Commission Public Hearings. Maker gave an update on the P&Z agenda. B) Tract R-2, Killarney Hills Subdivision Public Comments Maker stated there were two comments that came in COMMITTEE MEMBER LEIST MOVED to acknowledge receipt of communications. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY REPORTS Meeting Schedule: • December 22, 2015 Parks & Recreation Committee meeting-7:00 p.m.- KIB Conference Room It was the consensus of the committee to try to hold the December 22nd meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS Ben Millstein said he heard that the committee needs board members. Smith stated there is an application on the borough website. COMMITTEE MEMBER'S COMMENTS Sharon Wolkoff said earlier you were asking for trail names. Patrick Saltonstall said that was because they are doing signage for the trails that we came up with. When we do these trail management objectives, in the future we will be talking to COMMITTEE MEMBER STRATTON and he will tell us what the names are. Alan Schmitt commended the committee for their efforts and encouraged them to keep up the good work. ADJOURNMENT COMMITTEE MEMBER JOHNSON MOVED to adjourn.
