10 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
11 URGING THE GOVERNOR OF THE STATE OF ALASKA TO APPOINT A
12 KODIAK REPRESENTATIVE TO THE NORTH PACIFIC FISHERY
13 MANAGEMENT COUNCIL

15 WHEREAS, the Kodiak fishing industry has had representation on the North Pacific Fishery
16 Management Council for many years; and
17
18 WHEREAS, Kodiak is the second largest fishing port in the nation by volume and represents
19 one of the most diverse fishing ports in the State and the nation, where multiple gear groups
20 and multiple fisheries for different species come together in one community, and where the
21 interaction of the gear groups is a necessity; and
22
23 WHEREAS, the regulations adopted by the North Pacific Management Council must be
24 cognizant of the necessary interaction of the various fisheries in order to enhance and protect all
25 of the abundant resource in the Gulf of Alaska; and
26
27 WHEREAS, a Kodiak representative would have the most first -hand knowledge of the
28 necessary interaction of the regulations for all species, including State of Alaska regulations,
29 than a representative from any other area; and
30
31 WHEREAS, Kodiak representatives have always been key players in the sound Management
32 decisions of the North Pacific Fishery Management Council; and
33
34 WHEREAS, regulatory issues currently before the North Pacific Fishery Management Council,
35 e.g., Gulf of Alaska Trawl Bycatch Management, directly and significantly impact Kodiak; and
36
37 WHEREAS, in order to have a well-balanced and highly productive North Pacific Fishery
38 Management Council, a Kodiak representative is crucial to their decision- making process.

40 NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
41 BOROUGH THAT Governor Walker is urged to appoint at least one Kodiak Island Borough
42 resident to the North Pacific Fishery Management Council to assure quality input from the most
43 complex fishing area in Alaska, and to continue strong management for the best interests of the
44 fishing industry and the various fish species in the Gulf of Alaska and throughout the State of
45 Alaska.
