FY2016-22 8 9 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY 10 ADOPTING AN ALTERNATIVE ALLOCATION METHOD FOR THE 11 FY16 SHARED FISHERIES BUSINESS TAX PROGRAM AND 12 CERTIFYING THAT THIS ALLOCATION METHOD FAIRLY 13 REPRESENTS THE DISTRIBUTION OF SIGNIFICANT EFFECTS OF 14 FISHERIES BUSINESS ACTIVITY IN FMA 13: KODIAK ISLAND 15 16 WHEREAS, AS 29.60.450 requires that for a municipality to participate in the FY16 17 Shared Fisheries Business Tax Program, the municipality must demonstrate to the 18 Department of Commerce, Community, and Economic Development that the municipality 19 suffered significant effects during calendar year 2014 from fisheries business activities; 20 and 21 22 WHEREAS, 3 AAC 134.060 provides for the allocation of available program funding to 23 eligible municipalities located within fisheries management areas specified by the 24 Department of Commerce, Community, and Economic Development; and 25 WHEREAS, 3 AAC 134.070 provides for the use, at the discretion of the Department of 26 Commerce, Community, and Economic Development, of alternative allocation methods 27 which may be used within fisheries management areas if all eligible municipalities within 28 the area agree to use the method, and the method incorporates some measure of the 29 relative significant effect of fisheries business activity on the respective municipalities in 30 the area; and 31 WHEREAS, the Kodiak Island Borough proposes to use an alternative allocation method 32 for allocation of FY16 funding available within the FMA 13: KODIAK ISLAND in agreement 33 with all other municipalities in this area participating in the FY16 Shared Fisheries 34 Business Tax Program. 35 NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK 36 ISLAND BOROUGH that by this resolution certifies that the following alternative allocation 37 method fairly represents the distribution of significant effects during 2014 of fisheries 38 business activity in FMA 13: KODIAK ISLAND: 39 All municipalities share equally 50% of allocation; all municipalities share remaining 50% 40 on a per capita basis. 41 The Kodiak Island Borough population is reduced by the population of the Cities of 42 Akhiok, Kodiak, Larsen Bay, Old Harbor, Ouzinkie & Port Lions Kodiak Island Borough, Alaska Resolution No. FY2016-22 Page 1 of 2 43 44 45 46 47 48 49 50 51 52 53 54 ADOPTED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THIS SEVENTH DAY OF JANUARY, 2016 ATTEST: NoGa M.
