Assembly Special Meeting
November 12, 2015
A special meeting of the Kodiak Island Borough Assembly was held on November 12, 2015, in
the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 9:33 p.m.
Present were Mayor Jerrol Friend, Assembly members Kyle Crow, Larry LeDoux, Frank
Peterson, Dan Rohrer, Rebecca Skinner, Dennis Symmons, and Mel Stephens. Staff present
were Borough Manager Bud Cassidy, and Borough Clerk Nova Javier.
CITIZENS' COMMENTS
Tim Holcomb, member of the leadership team of Providence Kodiak Island Medical Center,
noted that consideration should be given that the lease works for Kodiak.
Dave Masinter noted his experience regarding the discrepancies in the fire burn permitting
process.
Kent Cross commented on the Chiniak Timber and the decision of the Assembly to probably
forego about a million in profit. He advocated to target the profits to the benefit of the
community.
Byron Nixon, Volunteer at the Bayside Fire'LStation, Provided information regarding activities at
the Bayside Fire Hall.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
A. EXECUTIVE SESSION -Strategies in Negotiating the Hospital Lease.
ROHRER moved to convene into executive session to discuss strategies in negotiating
the hospital lease, a subject matter that the immediate public knowledge of which would
tend to affect adversely the finances of the borough.
Administrative Official Roberts noted the executive session was meant to discuss
strategies about the upcoming hospital lease.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Crow, LeDoux, Peterson,
Rohrer, Skinner, Symmons, and Stephens.
PETERSON moved to invite the Borough Mayor, Assembly, Administrative Official, and
Clerk's Office Staff into executive session.

ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: LeDoux, Peterson,
Rohrer, Skinner, Symmons, Stephens, and Crow.
Mayor Friend recessed the special meeting and convened the executive session at 9:44
p.m.
Mayor Friend reconvened the regular meeting at 11:15 p.m.
ROHRER moved that the Kodiak Island Borough initiate negotiations with Providence for
a new hospital lease.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Peterson, Rohrer, Skinner,
Symmons, Stephens, Crow, and LeDoux.
ADJOURNMENT
PETERSON moved to adjourn the meeting.

The meeting was adjourned at 11:17 p.m.
