FY2016-14 Borough Manager Borough Assembly Resource Management Officer 10/01/2015 10/01 /2015 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING NEGOTIATIONS BETWEEN THE BOROUGH AND LEISNOI NATIVE CORPORATION, TO DEVELOP THE TERMS OF A CONSERVATION EASEMENT FOR HABITAT PRESERVATION AND PUBLIC ACCESS ON LAND AT LONG ISLAND WHEREAS, the Great Land Trust presented a proposal to acquire a conservation easement for preservation of habitat and public access on land located at Long Island on September 10, 2015; and WHEREAS, the easement negotiation between the Kodiak Island Borough and land owner, Leisnoi Native Corporation, would be facilitated by the Great Land Trust and then submitted for approval and funding by the Exxon Valdez Oil Spill Trustee Council; and WHEREAS, the proposal requires borough sponsorship of the conservation easement interest in Long Island, therefore it is necessary for the Assembly to support the process moving forward so that the Assembly can make an informed decision to accept responsibility for said easement once negotiations have been concluded. NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: The Assembly recognizes. that an informed decision on the acceptance of management responsibility for a Long Island conservation easement cannot be made until negotiations are concluded. Section 2: Funding of the easement acquisition will be subject to approval of the Exxon Valdez Oil Spill Trustee Council and the local sponsor Kodiak Island Borough will be asked to assume management control over the easement interest. Section 3: The Assembly, therefore, expresses support for the initiation of negotiations between Kodiak Island Borough and Leisnoi Native Corporation to acquire a conservation easement for preservation of habitat and public access on lands at Long Island.
