FROM: Bryce Gordon, Building Official SUBJ: Information Report RE: Lot 2, block 3, Leite Addition. On October 22, 1979, I sent a letter. to Kimberly Clark, owner of lot 2, block 3, Leite Addition. After unsuccessfully trying to have the persons living in the camper next to a burned out house without sewer or water to vacate the premises. On April 15, 1980, 1 recejved another letter from Mr. .David. Stringer stating that the people had moved into the camper again causing a public nusiance. Re: Lot 2,Block 3 Leite Addition DearlMr. Gordon: -I would appreciate, once again, your assistance=in alleviating a problem that is'a persistant nuisance to my family. in addition to being a violation of Section 17.03.060. of the Kodiak Island -Borough zoning _laws. You may recall your letter to Ms. Clark dated October 22, 1979 .requesting her to appear. before you'and answer charges referring to zoning ordinance violations. The problem continues. including. a trailer that is now on the lot and occupied. Also, the camper remains on the property'and appears to be. occupied off and on. I found a camper used as a sleeping quarter. I informed the persons that they were occupying the premises without approval of the City of Kodiak, Building Official. Without proper zoning approvals Section 17.03.060 of the Kodiak Island Borough Code of Ordinances you are breaking the law. You are requested to appear at the City of Kodiak Building Officials office before November 1, 1979, or abate the alledged zoning violation, as the office will be forced to take legal steps to abate the alledged violation if we do,,not hear from you. As you havepersonally seen they are living out of a camper shell that lacksadequate sanitary facilities. As such, they are deposing of their garbage by placing it in the burned out house that is also on the property. They have also been "seen" making frequent trips behind and to the side of the burned out house apparently in an effort to compensate for adequate.toiletfacilities. This, of course, is not only offzisive but also unsanitary: The:.bzrned,out house poses a threat since children are occasionally seen,p1aying in the area; It is unsightly, and is attracting animals. I ami -wondering if there can be action taken requiring it to be torn down?
