MINUTES OF PREVIOUS MEETING - June 15, 1983 There were no comments and Mrs. Crowe moved to accept the minutes. Seconded by Mrs. Strickert. The motion carried by unanimous voice vote. 2. APPEARANCE REQUESTS WITH PRIOR NOTICE AND AUDIENCE COMMENTS A. Kodiak Public Broadcasting Corporation submitted a letter dated July 8, 1983 as a request for a ruling by the Planning and Zoning Commission on whether a public radio station would be a permitted use under R2 zoning. Mr. Walton introduced two handouts'prepared by the Community Development Office showing where radio stations appear in different books. Mr. Rennell spoke for KMKT radio station. A discussion ensued whether this item should be put on a public hearing or worked on at the next Planning and Zoning work session. Mr. Hill moved to be in favor of either working on it tonight or ata work session. Mr. James suggested a written statement from KMXT's engineer stating no interference at the work session for anybody who shows up. B. Mr. Hill announced that Item #18, CONSIDERATION OF CASE S-83-017 (Final) Subdivision of Lot 1 and Tract Q, Russian Creek Alaska Subdivision, into Lots 1-18, Russian Hill Subdivision, submitted by David J. "Jack" King was deleted from the agenda as Mr. King did not submit anything for a final. It will be added to the August 17 agenda. C. Mr. Hill announced that at the June 15 Regular Meeting Mr. Gregg made a comment under Commissioner's Comments for a reconsideration of the Lakeview Subdivision. Since a motion was not made nor seconded at that time, it is considered just a comment and is not brought up for recon- sideration. 3. PUBLIC HEARING ON CASE 83-071. A request for a conditional use permit to permit a child care center in a single family home on Lot 5, Block 1, - . Leite Addition, 1325 Ismailov, submitted by Joan Newland. Twenty-one (21) Public Hearing Notices were mailed July 7, 1983 and no comments were returned. Mr. Walton read several handouts and a phone message received prior to the meeting. All handouts were in favor of granting the conditional use permit. Eighteen (18) Public Hearing Notices were mailed an July 7, 1983 with ane (1) response. Mr. Hill closed the Regular Meeting and opened the Public Hearing. Mrs. Moore gave her reasons for wanting the sign located where it is. A discussion followed with Mrs. Crowe and Mr: Hill against the request. COMMENTS: Home Occupations in a R1 -Single Family Residential Land Use District are permitted as conditional uses. All necessary permits and approvals have been obtained by the applicant from the State of Alaska and City of .(odiak. Copies of these permits are included in this staff report for your review. With 960 square feet of land area available for off-street parking, staff finds that the applicant can meet the off-street parking requirements for this type of use. A total of eight 18) off-street parking spaces are available and six.(6) spaces are required if four (4) employees are used in the operation of the daycare facility, plus two (2) spaces for the residence. In granting the Conditional Use Permit, the Commission must make the following findings: A. That the conditioanl use will preserve the value, spirit, character and integrity of the surrounding area; B. I understand she has been licensed by the State to operate that center subject to the Commis- sion's action. As you may know, I administer the State's Day Care Assistance Program (DCAP) for the Borough. By paying a percentage of work- related child care costs for eligible families, this program attempts to eliminate those costs as a factor preventing some parents from being able to work. By also requiring that assisted children be cared for in a licensed facility, the program attempts to ensure their safety and well-being while their parents work. During this past year, the program served 206 children from 144 Kodiak families. Effective administration of the DCAP requires my concern with the adequacy and diversity of our licensed facilities, and I am seeing a clear and growing need for more child care services here. Small World's main center has had a waiting list for much of the year; the Base center is available only to Coast Guard -related families; most of the licensed homes are filled to capacity; and I am receiv- ing a high rate of inquiries from non-DCAP parents desperate to find quality care for their children. Joan's facility will provide vital relief to this shortage situa- tion. It will also fill some gaps in existing services --for child- ren who need a smaller center environment; for handicapped children; and for families seeking alternatives for whatever reasons. Because DCAP funds are distributed among communities on the basis of their respective licensed capacities, it will also help us keep pace with the tremendous growth that has occurred elsewhere in the state --thus ensuring a more adequate funding level for our community's needs. I know that neighborhood integrity is the bottom line in your con- siderations, and I understand that concerns expressed by some area residents led to the Commission's rejection of Joan's earlier permit Planning and Zoni.:6 Commission July 6, 1983 ' Page 2 application. While I firmly agree that those concerns must be heard and addressed, I also hope their validity will be examined and weighed against the very real needs of the community's working parents. Frankly, I believe that most of Joan's neighbors will not even be aware of the facility's existence. As a rule, children in licensed care receive more supervision than children in their own homes, and I am confident that outside play at Joan's center will be limited strictly to the confines of her well -fenced back yard. Most of the time, however, the children will probably be inside. and thus totally invisible to the neighbors. Traffic congestion is a highly unlikely problem. Based on the experience of other centers, there is rarely likely to be even as many as two or, three cars arriving or departing at one time, with probably a total of twelve to fifteen cars in any one day. (Parents have varying work schedules; some have more than one child; some families walk; children are absent;:eirollment`isvbelow)Capacity; handicapped children are counted as two by the State --these are all factors affecting the actual traffic levels:), Joan has invested a great deal of planning and preparation in this facility, and I am overjoyed that she is finally ready to begin its operation. Her center should provide the expansion and diversity needed to 'round out' the otherwise excellent care provided by our existing facilities, and I believe it will do so without harm to the neighborhood.
