I CALL TO ORDER
The meeting was called to order at 7:40 p.m. in the Courtroom by Chairman Lamme.

III Commissioner Cornelits mewed the minutes pf the meeting-of:May 26, 1965, re':
Don Higgins,' lbe changed from a variance request to rezoning. Commissioner Juelson
seconded. Voice vote was unanimous for approval.
IV Communications and Appearance Requests:
• George Burke - Final Plat Subdivision. Lot 16, USS 3098. Approved letter
from Sanitarian was read. Commissioner Sutliff moved approval subject to
sanitary requirements stated in letter from Sanitarian. Commissioner Kraft
seconded. Motion passed unanimously by voice vote.

Zelda Kessler Building PermitilulluIl A letter from the City Engineer
regarding a building permit with set -back variance due to unusual lot conditions
requested approval by P & Z Commission. Lot 26, Block 19, Kodiak Townsite.
After discussion, Commissioner Duros,moved-Ig approve -variance. Commissioner
Anderson seconded and,voice-Note was unanimouslp,favorable
Temporary trailer permits - Naughton Bros. A letter from Naughton's for
approval to locate two trailers on Lot 1J, USS 3462 for use as housing for
construction workers was read. Commissioner Kraft moved for approval for a
period of two years from March 27, 1964 providing sanitary requirements are met.
Seconded by Commissioner Juelson. Voice vote was unanimus in approval.
D. Kodiak Bible Chapel Request - leasing land. A letter was read stating that lots
5 and 6, USS 3511 were their first choice, second choice lots 4 and 5, and
third choice, lots 3 and 4, all in USS 3511. Commissioner Anderson moved that
approval be given for lots 5 and 6, USS 3511. Commissioner Cornelius seconded.
Approval was given by unanimous voice vote.
. United Pentecostal Church Re uest - leasi land. It was stated by the Pastor
that the Church had made every attempt to purchase private land, and that the
Church would build a new building on the property, if approved for leasing.
Borough Engineer Barr presented a legal description of an area in USS 3511, which
was read by Chairman Lamme. Commissioner Cornelius moved for approval.
Seconded by Commissioner Anderson and voice vote was unanimously in favor.
• Rezone Lot 1, Block 4, Airpark Sub Request - V.E. Russell. Mr. Russell stated
that he wished the above lot rezoned from residential unclassified to
conmercial so that he could build a building valued at $34,000. Mr. Lamme
advised applicant of proper procedure through public hearing. A motion
to grant a public hearing on the meeting of July 7 was made by Commissioner Duros.
Seconded by Commissioner Anderson and voice vote was unanimous in approval.

G. Department of Highways Request for new Depot Site - referred from Assembl .
A letter from Paul H. Stover, Foreman, Maintenance Section, requested the
Borough to propose two sites suitable for depot with roads and utilities
available with an area of 5 acres per site. Mr. Stover stated that the Juneau
office has taken over the responsibility of negotiating a site with the
Borough but that he would like prior knowledge of the areas involved before
negotiation. Commissioner Anderson moved that the Borough Engineer meet with
the Dept. of Highways personnel in locating two feasible sites. Seconded by
Commissioner Juelson with voice vote unanimously in favor.
H. Petition for vacation of alleyamutpsq1201162. This is a 30 foot wide
alley between lots 35 and* 36, Erskine Subdivision. Commissioner Kraft moved
to grant vacation. Commissioner Cornelius seconded. Voice vote was unanimously
favorable.
Buildina Permit referred from Cit - Wm. Danie Mr. Damery wished to move a
building from Lot 56, Block 12, Aleutian Homes Sub. to Lot 10, Block 7, Leite
Addn. for use as a storage building. The building is on skids and will not be
occupied. Commissioner Cornelius moved to grant permission. Seconded by
Commissioner Kraft. The motion carried by voice vote with Commissioner Duros
voting no.
V. Hearings, Ordinances, and Resolutions:
A. Urban Renewal - Public Hearing. No objections being heard, Commissioner
Cornelius moved to approve the plat of Blocks 4,5,6,7 and 8, New Kodiak
Subdivision. Commissioner Anderson seconded and voice vote was unanimous.
B. T.T. Jackson - Public Hearing. Mr. Jackson requested approval of the Commission
to establish a trailer park on Lots 4, through 8, plus lot 16, USS 3233, which
is presently zoned residential unclassified. Mr. Barr presented a drawing of
a typical trailer installation as planned by Nr. Jackson. A petition signed by
adjoining property owners, and another by adjoining residents were generally
favorable. A petition to deny approval was presented by the Spruce Cape
property owners. It was brought out that there are presently several trailers
on Mr. Jackson's property which appear to be deficient in sanitary facilities
and eye appeal. Mr. Cornelius stated that he wished to go on record as requesting
more public lands be made available for private use through sale. gommissioner
Anderson requested that a copy ofthe plat of subdivision in question be presented.
It was brought out by Mr. Barr that four copies of said plat had been presented
for review at a previous meeting. Mr. Barr left to get copy of plat. Nr. Duros
moved to deny request. Motion died for lack of a second. Commissioner Sutliff
moved to approve request. Commissioner Juelson seconded. Roll call vote was
three ayes and two no's. Mr. Kraft had previously been excused from balance
of meeting by Chairman Lamme.
C. DeWitt Fields - Public Hearing. Mr. Fields requested rezoning of lots 7 and 8,
Block 38, East Addn. from R2 to R3. Commissioner Sutliff moved to approve.
Commissioner Anderson seconded and voice vote was unanimous in approval.
D. Don Higgins - Public Heating, Rezone lot 15C, Block 16, Kodiak Townsite from
R 3 to Commercial. A letter from Alaska State Housing Authority stated objections
from legal and economic viewpoints. Commissioner Cornelius moved that application
be referred to AMA for clarification of land use, road status, legal questions,
etc. contained in ASI -JA letter. SEconded by Commissioner Juelson, voice vote
was unanimous.

VI Old Business:
Recommendation from Assembly on 1 -mile strip as stated in Assembly Minutes of
June 3. After lengthy discussion, Commissioner Juelson moved that the P
Commission recommend that small tracts within the refuge be made available for
recreation and homesite purposes, in lieu of the previous one -mile strip recommendation.
Seconded by Commissioner Duros. Voice vote was unanimous.
VII Correspondence:
Letter from City Building Inspector. Re: request by Dennis Cessna for changes
in setback requirements on lot 5, Block 54, East Addn. Extention. Move by Commissioner
Anderson that denial be invoked pending review by Borough Engineer. Seconded.by
Commissioner Duros. Motion carried on voice vote, with commissioner Sutliff voting
no.
Letter from R. Homes Johnson M.D. requested that lot 34B in Urban Renewal
Redevelopment Program (museum site) be rezoned from R3 to Commercial. It was moved
by Commissioner Cornelius that a public hearing be held within the time specified
by ordinance. Commissioner Anderson seconded. Voice vote was unanimous in approval.
A motion was made by Commissioner Anderson that a letter be sent to Borough Assembly
requesting joint use of City Building Inspector. Seconded by Commissioner Cornelius.
Voice vote approved unanimously.
A motion was made by Commissioner Anderson that legal questions raised by Alaska
State Housing Authority in reference to Don Higgins request be referred to
Borough Attorney. Seconded by Commissioner Duros. Voice vote unanimously approved.
Meeting adjourned approximately at 11:40 p.m.

Dear. Sirs:
Zelda Kessler has made application for a building permit in Block 19,
Lot 26, Kodiak Townsite. A review of the application disclosed the
following variance Front and back yards do not meet the required
setbacks. Applicant' s plat map is attached for your consideration.
The building plans have been checked for Uniform Building Code re-
quirements, and the applicant' s proposed setbacks essentially match
existing construction in this area, therefore it is recommended that the
building permit be approved.
