A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
SUPPORTING NEGOTIATIONS BETWEEN GREAT LAND TRUST
AND LEISNOI NATIVE CORPORATION, TO INVESTIGATE THE
TERMS OF A POTENTIAL CONSERVATION EASEMENT FOR
PUBLIC ACCESS ON LAND AT TERMINATION POINT
WHEREAS, the Great Land Trust presented a proposal regarding the acquisition of a
conservation easement for public access to land located at Termination Point on
September 10, 2015; and
WHEREAS, the conservation easement would be negotiated between Great Land Trust
and the land owner, Leisnoi Native Corporation, with the value for the easement to be
funded through the Exxon Valdez Oil Spill Trustee Council; and
WHEREAS, the proposal requires eventual borough sponsorship and management of
the conservation easement interest in Termination Point, therefore it is necessary for the
Assembly to support the process moving forward so that the Assembly can make an
informed decision to accept responsibility for said easement once negotiations have been
concluded.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Assembly recognizes that an informed decision on the acceptance of
management responsibility for a Termination Point conservation easement
cannot be made until negotiations are concluded.
Section 2: The monetary value of the easement will be determined by the Exxon Valdez
Oil Spill Trustee Council and the local sponsor Kodiak Island Borough will be
asked to assume "ownership" and management control over the easement
interest.
Section 3: The Assembly, therefore, expresses support for the initiation of negotiations
between Great Land Trust and Leisnoi Native Corporation to address a
potential conservation easement for public access lands at Termination Point.
