Planning and Zoning Commission review and approval of a revised site plan for the Borough recreation complex, to include a BMX Bike Trail, on Lot 2A, Lakeside Subdivision, 2nd Addition. The Kodiak Island Borough Planning and Zoning Commission at their meeting on March 19, 1997, completed the review and approved the request, cited above. In conjunction with the approval, the Commission affirmed their support for the comments made by the ICIB Parks and Recreation Committee about this recreation complex at their February 24, 1997 meeting. The concerns expressed by the Parks and Recreation Committee were: 1. What number of participants will be,using the BMX facility? 2. Will the parking be adequate for all the proposed users at the site (BMX and ballfields)? Is a warm-up space provided for the BMX users? This is a common part of BMX facilities in other parts of the country. 4. What type of fencing and gates will be provided at the BMX facility? Is this adequate to protect the BMX facility from potential fly balls from the adjacent ball field? 5. With the level of activity possible at the recreation complex, there is a need for toilet facilities. If permanent construction of such facilities is not anticipated in the near future, porta-potties should be provided. 6. A place for spectators should be incorporated into the BMX facility design. 7. A location for dumpsters needs to be identified for the recreation complex. Additional improvements at the site should include bike racks and benches. Case 95-008 Page 1 of 2 March 20, 1997 The Parks and Recreation Committee and the Planning and Zoning Commission have requested that these concerns be taken into consideration during the design of the BMX facility, and in the development and operation of this Borough recreation complex. An appeal of the Commission's decision may be initiated by any person or party aggrieved by filing a written notice of appeal with the Borough Clerk within ten (10) working days of the date of the Commission's decision. The notice of appeal must state the specific grounds for the appeal and the relief sought by the appellant. Therefore, the Commission's decision will not be final and effective until ten (10) working days following the decision. Please bring this memo with you if you need to come into our office to obtain zoning compliance for any construction on the property. BOB SCHOLZE indicated 28 public hearing notices were mailed for this case and 1 was returned, in favor of this request. Staff recommended approval of this request, and support of the 7 comments from the KIB Parks and Recreation Committee. COMMISSIONER HANCOCK MOVED TO APPROVE the revised site plan (dated March 6, 1997) for the proposed Borough recreation complex, including a BMX Bike Trail, on Lot 2A, Lakeside Subdivision, 2nd Addition, and to affirm their support for the comments made by the I{IB Parks and Recreation Committee about this recreation complex at their February 24, 1997 meeting as follows: 1. BOB SCHOLZE indicated 64 public hearing notices were mailed for this case and none were returned. Staff recommended postponement of this request until the April P&Z regular meeting, upon request from the City of Kodiak, to allow additional review of the utilities. COMMISSIONER STEWART MOVED TO POSTPONE action on Case S97- 004 until the April, 1997 P&Z regular meeting, and to schedule it for another public hearing. The motion was SECONDED. RECOMMENDED ACTION: Borough Environmental Engineer, Ron Riemer, has provided staff with a summary of proposed changes and a revised site plan of the Borough recreation complex, which includes the addition of a BMX bike trail. Staff recommends approval of this revised site plan. Kodiak Island Borough MEMORANDUM TO: Planning & Zoning Commission FR: Ron Riemer, Environmental Engineer6_, DT: March 5, 1997 RE: BMX Track for the Kodiak Island Borough Recreation Facility Selief Lane This project is to modify the park plan by the addition of a BMX track as shown in the attached site plan. The BMX track will be placed on fill material. Approximately half of the fill is existing from the original project and the other half is being brought to the site this spring. The fill contours shown on the site plan are approximate, with the final contours dependent on the actual amount of fill material received. The design of the filled area includes improved drainage at the bottom of the slope. Care was taken to minimize the number of trees removed for the fill. The layout of the track shown on the site plan is conceptual, and will be finalized upon completion of the placement of the fill material. The track is being designed according to guidelines established by the American Bicycle Association (ABA). The track layout will include a starting gate and a variety of jumps and berms. The entire track will be surrounded by a chain link fence. The Borough will apply for ABA sanctioning of the track. During filling and construction operations, the original plan was modified slightly by orienting the smaller softball field differently than was shown in the original site plan. If permanent construction of such facilities is not anticipated in the near future, porta potties should definitely be provided. * A place for spectators should be incorporated into the BMX facility design. * A location for dumpsters needs to be identified for this recreation complex. Additional improvements at the site should include bikeracks and benches. In general the committee was very supportive of developing a BMX facility for Kodiak. Walser commented that all those he had talked to supported the project. Cole commented that in his experience BMX riders came from all walks of life, were good athletes, and should not have a bad image in the community. It was moved and seconded to: Recommend conceptual approval of the site plan for the Borough recreation facility, including the inclusion of a BMX track, and request that the suggestions made by the committee be incorporated into the final design and operation of the facility. Lot 2A, Lakeside Subdivision, 2nd Addition (2647 and 2716 Selief Lane) PL—Public Use Land BACKGROUND The purpose of this site plan review is to meet the requirements of Borough Code Section 17.33.020. It follows recent replat (Case 95-005) and rezone (Case 95-006) proposals of this property intended to better accommodate the park/ballfield use of what was formerly Smokey's Dry Dump site. As referenced in the staff report for the rezone request to PL --Public Use Land that was recommended for Assembly approval by the Commission at last month's meeting, the former dump site has been cleared and is in the process of being closed out. Site grading, compaction, and construction of the Selief Lane Extension and the parking lot is scheduled for this summer. The extension of utilities, installation of the subsurface drainage system, final grading, and seeding is scheduled for the summer of 1996 after allowing time for settling of the fill. The methodology chosen to accomplish the dry dump closeout, in conformance with EPA and ADEC specifications, is to clear the site to surface level and then cap it with impervious materials. This is intended to prevent, Case 95 008 Page 1 of 3 P & Z: May 17, 1995 Public Hearing Item VI -F as much as possible, drainage seeping down into the scrap metals and other refuse not excavated from the subsurface. This alternative precludes the ground preparation and foundation work associated with any significant structural development. This area was first identified as a potential site for softball field facilities by the Parks and Recreation Committee in May of 1987. Utilization of this site as ballfields was further discussed and recommended at the Parks and Recreation Committee meeting in June, 1992 and incorporated in the committee's capital project priority list adopted in November, 1992. The community has long identified the need for a centrally located ballfield complex. This community need, the non -suitability of this site for any substantial structural development, and location central to medium density residential areas strongly support utilization of the property as a ballfield park. In addition, the Lakeside/Safeway Subarea Plan notes that..."in any area where the government already has the luxury of owning land, consideration needs to be given to dedicating a portion of that land for open space purposes...In developed areas of the community such as this, open space is even more important because of the value it adds to the community." (Page 3) While this property is not specifically designated open space in the subarea plan, as a park it would certainly fulfill that expressed intent of the plan and serve a good public purpose. A substantial parking area has been provided at the end of the Selief right-of- way extension between the ballfields. The right-of-way extension itself, which will be improved to Borough code standards to provide access to private property as well as to the park, provides for adequate ingress and egress and allows for circulation patterns that will not negatively impact traffic in the area. Specifically, the park plan proposes two ballfields, one regulation softball size and the other a smaller little league field. A bike path is conceptually designed to run between the ballfields connecting the Von Scheele bikepath to the south through the Island Lake and Island Trail areas to the north with, ultimately, the bikepath near Mill Bay and Abercrombie. Case 95 008 Page 2 of 3 P & Z: May 17, 1995 Public Hearing Item VI -F Suggested review criteria include appropriateness of park design with the neighborhood; park components and layout; preservation of the natural integrity of the area including drainage and vegetation; and parking. The plan appears to address adequately drainage and vegetation. A design for a subsurface drainage system has been provided as an element of "capping" the site. Natural vegetation on the perimeter of the park will be preserved. It also complements the character of the neighborhood in providing ballfields central to medium density residential areas. Still in conceptual stages are restroom facilities and, possibly, a picnic shelter/gazebo. These would constitute the maximum extent of any structural development associated with the park and would logically be situated immediately west of the parking lot at the base of the sloped area between the two ballfields. There is no established code parking requirements for a park. The designated parking lot area between the ballfields is in excess of 15,000 square feet and should adequately support required parking for ballfield use. It might also be logically anticipated that much of the traffic to and through the park will be foot traffic, with surrounding residential areas as points of origin and destination. RECOMMENDATION Staff recommends that the Commission approve the site plan submitted for the park/ballfield complex on Lot 2A, Lakeside Subdivision 2nd Addition (formerly known as Smokey's) as consistent with the requirements of Chapter 17.33 PL --Public Use Land of the Borough Zoning Code.
