01_LKODIAKISLAND BOROUGH Assembly Regular Meeting October 152009 regularmeeting of the Kodiak Island Borough Assembly was held on Thursday October 15 2009 in the Assembly Chambers of theKodiak Island Borough Budding 710 MIII Bay Road The meeting was calledto order at 730 p.m The invocation was given by Captain John Quinn of the Salvation Army Deputy Presiding Officer Bransofl led the Pledge of Allegiance Present were Deputy Presiding Officer Pat Branson Assembly Members Jerrol Friend Judy Fuip Sue Jeffrey Dave Kaplan Chris Lynch and Louise Stutes Staff members present were Manager Rick Gifford Clerk Nova Javior and Deputy Clerk Marylynn McFarland JEFFREYmoved to excuse Mayor Selby who was attending the Western Interstate Region Conference VOICE VOTE ON MOTION CARRIEDUNANIMOUSLY APPROVALOF AGENDA AND CONSENTAGENDA JEFFREYmoved to approve the agenda andconsent agenda as submitted VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVALOF MINUTES Regular Meeting Minutes of August and SpecialMeeting Minutes of August 18and September 24 2009 were approved under consent agenda AWARDS AND PRESENTATIONS Manager Gifford presented the Employee of the Quarter EOQ Award to Paul VanDyko IT Supervisor in the IT Department Manager Giftord presented TonYear Longevity Award to Mary Barber Secretary III in the Engineering/Facilities Department Deputy Presiding Officer Bransonon behalf of Mayor Selby proclaimed the month of October 2009 as Domestic Violence Awareness Month urging all citizensto actively support and participate in the ongoing programs designed to reduce and eventually eliminate violenceas social problem She also proclaimed October 24 2009 as CoastGuard Appreciation Day in Kodiak urging citizens to recognize ourCoast Guard Community for their individual and collective efforts in making Kodiak and all the navigable watersof Alaska safer and better place to live work and play CITIZENS COMMENTS Arthur Schultz resident of 3580 Sitkinak Drive read letter to the Assembly regarding traffic issues on Perenosa Drive He urged the Assembly tolookinto the matter Kodiak Island Borough Assembly Minutes October 152009 Page 728 COMMITTEE REPORTS Assembly member Stutes reportedthat SWAMC board met on Thursday October 15 2009 Discussionincluded the Interim Report of the Interagency Oceans Policy Task Force She gaveanupdateregardingtheSeaLionmitigationprogramfundsShementionedthenextBoard meeting would be in Anchorage onNovember 15 Assembly member Kaplan attended theParks and Recreation Committee Meeting where shooting problems at White Sands Beach recreation area was addressed Many agencieswere represented at the meeting andideas were exchanged whichIncluded education in theschoolsandsignageonvariousproperties Assembly member Jeffrey reported that the Kodiak Fisheries Advisory Committee meetingwouldbeheldattheKodiakCommunityCollegeOctober162009atam PUBLIC HEARING None BOROUGHMANAGEWSREPORT Manager Gifford provided an update on the flooding and landslide issues that occurred over theweekendTheStateDivistonofHomelandSecurityandEmergencyManagementwas contactedand request would be sent for possible response and recovery financial assistanceHereporteddamageandmassiveerosionstotheroadsservicingtheTerrorLakeElectric power plant and other Department of Transportation DOT managed roads He reported he willbeoutoftowntoattendAML/JIA Conferenceand for some personal leaveOctober 17-26 In response to Assembly member Branson headvised thétthe Borough has not receivednoticeof theBlock Grant for the Long Term Care facility yet Upon receipt of updates and notices from both KANA and ProvidenceKodiak Island Medical Center KIB should be able to move forward with theBlock GranL MESSAGESFROM THE BOROUGH MAYORNone UNFINISHED BUSINESS None NEW BUSINESS Contracts None Resolutions Resolution No FY2O1O-09 Ratifying and Certifying the Resultsof the Municipal ElectiOn HeldOctober 2009 STUTES moved tu adopt Resolution No FY2OIO-09 The Kodiak Island Borough election was heldonOctober 2009 TheCanvass Review Board met on October and 14 and examined in detail the results from the different precincts including write-ins absentee and questioned ballots by mail and personal representative ballots Provided to the Assembly and public was report of the canvasswhich includedthe resolution ratifying and certifying the results of the municipal elections.
