Site development included ramped paths, sled hill, rock climbing area, sand play, outdoor classroom and wetland study area. The wetland solution was to develop a nature trail through this area to be utilized as an outdoor learning area for the school. The project received an ASLA Presidents Award for design excellence. • Elementary School Playground and Site Design - Design of various school sites including Denali, Chinook, take Otis Elementary School and Whaley Developmental Center. All 4 projects involved student, staff, district coordination, permits, drainage solutions, playground layout, soccer fields, softball fields, landscaping and construction management. • Botanical Garden Site Selection - Review and analysis [of five potential garden sites. Work included site inventory and analysis, program developrhent, site selection criteria development and implementation, financial analysis, recreational needs assessment, public agency review process, and presentation through public agency review procedures. • Alaska Botanical Garden Master Plan & Phase One Construction - Development of a master plan for 115 acre botanical garden in Anchorage. Services included detailed site inventory and analysis, development of ecological based plan that emphasized three development areas, formal gardens, transitional gardens and native gardens. Utilization of the natural site features minimized development disturbances. Phase one includes development of 14001.f. of nature trails, visitor kiosk, interpretive signage, outdoor class room, rose garden, rock garden and experimental nursery and testing area; municipal regulations and permit acquisition. • BLM Environmental Education Center - Development of Environmental Opportunities Spectrum maps from BLM Arc/Info digital data on MapGrafix GIS. Incorporated aerial photographs with vector maps to check for accuracy of data and for visual presentations to design team, owner and user groups. Performed suitability modeling with data to locate building sites, trail routs, environmental education opportunities, and sensitive areas to protect. Assist with the Master Planning process. • Updated Anchorage Trails Plan - Responsible for providing computer generated maps with MapGrafix using Arc/Info digital information for public presentations and for final Trail Map output for color and B/W production. Assisted with the public process by leading work groups and facilitation of design discussion. • Director of the North Peninsula Recreation and Parks Department - Instigated a community wide recreational user needs assessment study and site selection process. This led to the development of the Recreational Facility Master Plan, acquisition of Federal lands for Park Development, and construction of recreational facilities. • Far North Bicentennial Park Lighted Ski Trails - Conducted site inventory and analysis to evaluate existing trail conditions, determine appropriate need for new trails and proper siting to create both an enjoyable and challenging trail system for the diverse levels of skiers. Existing tank trails were utilized where possible to reduce impact to the site. You were advised that your use of Lot 5 is in violation of Kodiak Island Borough Code (KIBC) Sections 17.03.060 Zoning Compliance, 17.51.060 Accessory Building without a main dwelling, and 17.18.020 Permitted Uses which does not include outdoor storage in an R-1 zoning district. On July 29, 1987, a site inspection of Lot 5 revealed that someone is now living in the tent in violation of KIBC Section 17.18.020. You have been advised that your use of Lot 5 is in violation of KIBC Title 17 Zoning, you were given time to contact this office or correct the violation, and you have not complied. Therefore, the purpose of this letter is to order the discontinuation of the unlawful use of Lot 5, and the removal of the tent, platform, and lumber by August 24, 1987, pursuant to KIBC Section 17.75.010(A)(1) and (2). Please note that in accordance with KIBC Section 17.68.020 Appeals, the above administrative decision is final unless appealed to the Planning and Zoning Commission within ten (10) days of the mailing of this notice of decision. This inspection confirmed the complaint of a tent placed on a wooden platform and lumber stored on the lot. The tent did not appear to be used for sleeping or residential purposes, but rather for dry storage. Without zoning compliance and building permit being issued, this use of Lot 5 is in violation of the Kodiak Island Borough Code (KIBC) Title 17, Zoning. Specifically, KIBC Section 17.03.060 Zoning Compliance, KIBC Section 17.51.060 Accessory Building without a main dwelling and KIBC Section 17.18.020 Permitted Uses which does not include outdoor storage in a R1 zoning district. The purpose of this letter is to request information regarding your intended use of Lot 5. If your intent is to build a permitted single family residence then you must obtain zoning compliance and a building permit. At that point a construction shack (the platform and tent) is permitted for storage of construction materials and tools. No one may live on the lot, however, until a Certificate of Occupancy is issued for a single family dwelling by the Building Inspector.
