A hearing was held on the ptition requesting that the Cope Street area be rezoned
R2. Commissioner Duros moved that the Commission recommend to the Borough that
Lot 1 through 6, Block 14 and Lots 16 through 40, Block 19,, Kodiak Townsite be
rezoned R2. Seconded by Commissioner Franklin and carried unaiiimduslS.
Commissioner Cornelius arrived.
The hearing on Naughton Brothers Inc. request for a variance on Lot 1, USS 3462
to permit R3 construction was held. Hearing no objections, Commissioner Franklin
moved that the request for variance be approved. Seconded by Commissioner Cornelius
and carried unanimously.
The hearing on Dal Valley's request for a variance on Lot 1,2,13 and 14, Block 6,
Leite Addn. to permit R3 construction was held. John Sautner asked about taxes and
future variations in the area. Commissioner Anderson :moved that the variance be
approved. Seconded by Commissioner Felton and carried unanimously.
The haring on Allen Bayless' request for a variance on Lot,28,USS 3099 to permit
commercial development. Engineer Barr spoke against individual variances instead
of zoning changes. The request for variance was approved unanimously.
A hearing was held on DeWitt Fields' petition to permit construction of a construc-
tion camp and trailer court on Lot 1, USS 3100. The request for variance was
approved unanimously.
No hearing was heldon Carl Speight's request for a variance on Lots 7 and 8, East
Addition extention,Block 38.
Commissioner Anderson moved that the exception requested by Carl Speight to permit
a 15 foot rear yard for Lot 4, Block 52, East Addition be approved. Seconded by
Commissioner Cornelius and carried unanimously.
A letter from Claude Hoffman, ADZ,: dated April 23 was read requesting a waiver on
the Borough monument requirements for USS 3462. After discussion, Commissioner
Franklin moved that the variance be granted due to the desire of the community
to have these lots available as soon as possible and is because of current lack
of monuments and for no other reason. Seconded by Commissioner Duros and lost.
ADL is to be informed. (3 to 2 vote)
A discussion of the Alaska Dept. of Highways proposal for a maintenance shop in
USS 3469 was introduced by Borough Chairman Powell. The i .aska Division of Lands
is proceeding with the preparation for sale and requests no action. Commissioner
Cornelius moved that no variance be granted other than forlreaidential use with the
area of USS 3469. Seconded by Commissioner Anderson and carried unanimously.
Borough Chairman Powell opened a discussion on moving.of buildings from the Urban
Renewal area to the East Addition. He also raised the question of moving of houses
from Afognak.

Ed 0gbdrn appeared stating that he had sent a request for permission to build a
concrete block building on Lot 19, Block 1, Kodiak Townsite for use as a shop and
for some reason it was not on the agenda. Commissioner Felton moved thanan 7
exception be made permitting this replacement construction[ Commissioner Franklin
(seconded and carried unanimously. 1;

The meeting was called to order at 7:40 p.m. in the Courtroom by Chairman Bill
Lamme.

The minutes of April 21, 1965 were approved as read.
Mr. Earl Plourde, Ted Smith, and Dick Alman of the State Forestry Commission were
introduced and explained the new outdoor recreation program. (Basically this
provides for 50-50 Federal -Local funding of outdoor recreation projects. In
response to a question, it was stated that $750,000 this year and $1.8 to 2.0 million
annually will be available in state funds in the future. There is a need for
expression of Borough plans so that they can be included in the state comprehensive
plan. It was felt by Mr, Smith and Mr. Plourde that if our, projects were included
in the state plan the following would probably qualify:
Miller and Abercrombie point picnic
Outdoor portion of our youth center
Island Lake camping area (Boy Sout)
Camp areas along the road system
Boat launching areas
Possible Marina
and camping area
including swimming pool
A luncheon meeting of an informal nature was scheduled for noon tomorrow at the
Montmartre.
Herman Vest1s final plats were submitted for the re -subdivision of Lot 12, USS 3101.
Commissioner Franklin moved that the final plat be accepted. Seconded by -
Commissioner Anderson and carried unanimously.
Lots 44,45,46, and 47 Block 19, Kodiak Townsite are presently zoned as multi -
housing and a verbal request by Bruce Smith for a waiver of the rear yard
requirement of 25 feet was made. Commissioner Felton moved that he be permitted
to decrease the rear yard requirement to 15 feet. Seconded by; Commissioner
Anderson and carried unanimously.
Chuck Edris made a verbal request to place a temporary trailer on Lot 26, USS 3099,
during construction of a house -for Mr. Johnson. A sketch of the lot showing a
present dwelling and trailer in addition to the trailer in !question, all feeding
a single septic tank, was presented. The house to be constructed is on a different
lot. Commissioner Franklin moved that permission be granted on a temporary basis
not to exceed two years from March 27, 1964, provided that approval of the State
Sanitarian is obtained. Commissioner Felton seconded and passed unanimously.
A letter to Darrell Baird from the Homer County ASC requesting that a one mile
strip around Kodiak Island be reopened to homesteading, farming, ranching and
settlement was read. Further letters from the State ASC and Kodiak ASC setting
forth their similar stands were read. Homer Stranton requested Commission support.
Commissioner Franklin and Engineer Barr felt that both sides should be heard and
Chairman Lamme will arrange this for next meeting.
