After reviewing the letter and plans submitted on Jan. 18, 1994, staff has determined that a 1 parking space per 300 square foot gross floor area calculation is acceptable for the designated museum and related spaces in the proposed office building. A letter indicating this as the established standard in the Municipality of Anchorage is adequate documentation to determine that this standard will also provide for adequate parking in Kodiak. This standard is similar to the office and retail parking calculation in Borough Code and a staff determination of similar parking demand is permitted by Section 17.576.040.B KIBC. Staff notes that this calculation is consistent with the parking requirement for the bulk of the structure, which is identified for office use. Staff has also determined that the designated storage area are similar in use and parking demand to a warehouse designation under Section 17.57.040 of the Borough Code. Anticipated trip and parking generation, utility demands, physical space needs, etc., clearly set these areas apart from the use of the other areas of the structure. The applicant has indicated that these areas will be climate controlled to permit the storage of artifacts and exhibit items, as well as long term storage of archival material. The New Illustrated Book of Development Definitions defines a warehouse use as follows: "A building used primarily for the storage of goods' and materials" In further discussion, the book distinguishes between long-term storage and short-term storage saying that short term storage facilities that are operated by a specific commercial establishment dc not fall under the commonly accepeted definition of warehouse. This determination places certain limitations on the use of the storage space identified on the building plans submitted on Jan. 18, 1994, for the Natives of Kodiak Professional Office Building. Areas identified as storage will only be permitted for storage use unless additional parking is provided to support alternative uses. Storage areas may not be used as support areas for the office or retail functions established elsewhere in the structure. This means that no storage space can be allocated for ongoing work functions or the stationing of personnel for uses that would be classified differently for parking purposes. Some examples of how the storage space can and cannot be used are as follows: 1) The space can be used for artifact storage. 2) The space cannot be used for the storage of gift shop inventory as this supports the retail use of the structure. 3) The space can be used for long term storage of archival material and "dead" files. 4) The space cannot be used for the storage of active files that require routine access. These examples are for illustrative purposes only and should not be construed to be a complete list of permitted and prohibited uses. It should also be noted that the storage area cannot be easily reclassified for parking purposes if the applicant wishes to expand the museum, office or other use inside the structure. The present parking plan !shows only 1 extra parking space and expansion or change of uses that would require additional parking would only be permitted if adequate additional parking is provided. Since the applicant has been made aware from the outset how these limitations will apply to the proposed project, staff will issue the zoning compliance with 1 parking space per 1000 square feet I of storage area as identified on the parking plan received Jan. 18, 1994. Staff notes the need to identify a 10'x 30' loading berth on the parking plan. This can be overlayed on one of the existing parking spaces, so long as the space is relatively close to a building entrance. Staff has discussed this issue with the architect and will identify a suitable space on the site plan at the time zoning compliance is issued.
