Assembly members would be required. He stated that it would be necessary to
determine the total land area of the abutting property owners who were objecting.
Mr. Lester withdrew his motion with permission of Mr. Haakansen, and moved to
table the case for decision at the next meeting. Seconded by Mr. Haakansen and
carried by unanimous voice vote.
C. Rezoning R1 to Business - Thorsheim Sub Lot 18 Sub Lots 1-7; Rezoning R1 to R3 -
Townsite Blk 15 Lot 1 - Stan Thorsheim (Case 131-A)
Ordinance was read. Mr. Brechan moved for adoption of Ord. 66-10-0 in the second
reading. Seconded by Mr. Lester. Public hearing opened. Mr. Perez spoke in
favor, and Rev. Bullock against the rezoning of Blk 15 Lot 1. Mr. Brechan moved
to table the case. Motion died for lack of a second. Public hearing closed.
Meeting recessed from 10:10 to 10:15 p.m.
Mr. Brechanwithdrewhis original motion, with permission of his second. Mr.
Brechan moved that the case be tabled so that the Chairman might study the
objections, and report back at the next meeting.g Seconded by Mr. Lester and
carried by unanimous voice vote. Mr. Thorsheim then requested that the ordinance
be adopted with the deletion of Townsite Blk 15 Lot 1. Rev. Bullock expressed
his approval. Mr. Brechan moved that Townsite Blk 15 Lot 1 be excluded from the
ordinance and that the ordinance be adopted as such, the change having been
requested by the property owner involved. Seconded by Mr. Lester and carried
by unanimous roll call vote.
VII PLANNING & ZONING ITEMS
A. Exception - USS 3218, Tr. M - Leroy Wittich (Case 136-B)
Application read. There was a discussion on the required number of feet away
from the extended centerline of the present runway for a.building to be erected.
The minimum was decided to be 165 feet, which would place the building only
5 feet from the front property line, thus requiring a,variance. Mr. Lester
moved that a public hearing be scheduled for the next meeting on both the
exception and the variance. Seconded by Mr. Brechan and.earried unanimous
by voice vote.

a men's dormitory on Blk 1, Lots 7 & 8, Townsite, was read, advising that this
exception is not valid.

First Reading
After a discussion among Assembly members, first reading was not held, since it
was decided that it should be revised. Mr. Lester moved to table the ordinance
and re -draft it after further discussion. Seconded by Mr. Brechan and carried
by unanimous voice vote.
C. Subdivision, USS 3218, Tr. D, Lots 1 & 2 - Leland Franklin (Case 130-A)
Case was reviewed and the resolution read. Letter was read from Borough Engineer
refusing to sign plat until it had been re -surveyed. Mr. Best, representing Mr.
Franklin, stated that he could find no reason to question the accuracy of the
survey and that it closes mathematically. Mr. Lester moved for adoption of
Resolution No. 66-17-R. Seconded by Mr. Brechan and carried by unanimous roll
call vote.
D. Subdivision USS 3100, Lot 18 - Marion Parker (Case 138-A);, - Adoption of Resolution
Resolution read. Mr. Brechan moved for adoption of Resolution No. 66-18-R.

residentiAl. Mr. Dunham, representing Hopkins, stated tllat they did not expect
all the boarders to have cars, and that'ASHA had no place available for such a
building. Public hearing closed, and motion carried by roll call vote as follows:

Just a line to let you know that last night at the Borough
Assembly meeting, your dormitory project was discussed in
a public hearing. After objections to it from the people
on both sides of the property and at their request, the
Assembly granted an additional hearing at which time a current
petition is to. be submittedi, The petition which You submitted
asked for a rezoning, and your request asked for an exception.
Also, several people who had signed the petition asked that
their names be withdrawn.
1 will tell Roy about this, and give him all the assistance
1 can. The matter will be on .the agenda for the next meeting
on May S.

ASSEMBLY MEETING - April 21, 1966 2
Various complaints were made that there are inequitities in the assessments. It
was brought out that it is possible for errors to be made, and that possible errors
should be checked out by talking to the Assessor. If an agreement cannot be
reached, an appeal should be made to the Board of Adjustment. If an agreement
still is not reached, an appeal may be made to the Superior Court.
In summarizing, Chairman White stated that the Assembly realizes that there is
a lot of dissatisfaction concerning the assessments, and that some action must be
taken to resolve it. He suggested that a board be created to act in an advisory
capacity both to the public and the tax assessor, which would assist him in
making the assessments. This board should represent a cross-section of the
property owners.
He emphasized that everyone who cannot come to an agreement with the Assessor
should apply for a Board of Equalization hearing. According to the law, a visit
must first be paid to the Assessor. If agreement cannot be reached, then the
BOE forms should be filled out. But the discussion must be held with the
Assessor, not with the Chairman or the Assembly members. Those people who cannot
see the Assessor during working hours may call him at the Borough Office.
A comment was made that re -appraisals should be done. Mrs. Hajdu replied that the
overall values would remain the same. If there are inconsistencies, they should
be reported so that they may be adjusted.
III Minutes of previous meeting, April 7, 1966, were not read aloud since copies were
available to everyone.
IV School Board minutes of April 5 and April 11 were read. Mr. Schott explained to Mr.
Wright that the pension is an honorarium of one payment which is paid out of the
General Fund.
V COMMUNICATIONS - CORRESPONDENCE - PEOPLE TO BE HEARD
A. Letter from Supt. of Schools re Special Assembly Meeting on April 28 for elementary
school bid opening was read. Mr. Schott explained that if the bids are in order
on that day, the contract could be awarded if the Assembly is present, thus saving
time. Chairman White stated khat the Borough has been advised that the bond market
is so depressed that interim financing had been suggested,instead. After brief
discussion, it was decided that the bond matter would be checked into, and a
decision made then about Assembly attendance at the meeting on April 28.

Case was reviewed, and Mrs. Hajdu made a motion that the exception be granted to
Hopkins Construction for construction of a men's dormitory in the designated area.
Seconded by Mr. Haakansen. Public hearing declared open. The Metrokins and
Bortons stated that they wished to be removed from the petition in favor of
construction. It was pointed out that Walter Kraft, also on the petition, no
longer owns property in the area. There was an objection that there would be no
room for parking. Mr. Dunham, representing Hopkins, explained that the dorm
would have a live-in supervisor, and that there would be enough parking space.
There were other objections that this would open the area to other R3 dwellings;
and that a dorm should not be put in a residential area. ,It was suggested that
new petitions be drawn up, both for and against. Mrs. Hajdu withdrew her motion
and moved that a public hearing be scheduled for the next meeting. Mr. Haakansen
concurred. Motion carried by unanimous roll call vote.

In our letter to you of April 4th regarding the cannery
workers dormitory, we apparently mailed the originals
of the letters from the various cannery operators.' I
would appreciate it very much if you would make copies
of these letters and return the originals to us forour
use in obtaining financing for the project.
I understand from Roy Dunham that a public hearing is to
be held on this matter on Thursday April 21st. At the
present time I know of no one particularly opposed, how-
ever it might be a good idea to have those people who
would benefit the most, such as the cannery workers and
general contractors, present at the public heariing. What
do you think?

After brief discussion of request for retail sales, Mrs., Hajdu made a motion that
the question be deferred until a legal opinion is obtained from the Borough
Attorney. Seconded by Mr. Haakansen. Mr. Breckburg objected to after -the -fact
submittal of request by Mr. Russell. After further discussion, motion carried by
unanimous voice vote.
Mrs. Hajdu made a motion that the request for apartments be referred to the
Borough Attorney. Seconded by Mr. Lester. Motion carried by unanimous voice vote.
D. Request for Tentative Final Approval of Shahafka Acres Sbudivision, Portion USS
3218, Final Plat, by Argo Corp., pending construction of road (Case #121-A)
After some discussion, Mr. Lester made a motion for tentative final approval of
the Shahafka Acres Subdivision, Portion USS 3218. Seconded by Mrs. Hajdu. Carried
by unanimous roll call vote.
E. Approval for Public Hearing and Advertising of Vacation and Replat of New Kodiak
Subdivision Bid; 3 (Case #112-A) and Blk 10 (Case #111-A)
After brief discussion, Mr. Lester made a motion for approval for public hearing
and advertising of vacation and replat of New Kodiak Sub Blk 3. Secodded by
Mr. Haakansen and carried by unanimous roll call vote.

Request read. Mrs. Hajdu suggested that the present R3 area be extended to
include these lots add that the case be treated as a rezoning rather than an
exception. Mr. Best, representing Mr. Tani and Mr. Brechan, asked that the
request for an exception be changed to a request for a rezoning. Mrs. Hajdu
made a motion that the requests for rezoning and vacation of East Blk 30 Lots 15,
16 and 17 be advertised and set for public hearing, and that the Borough Attorney
be instructed to take the necessary action. Seconded by Mr. Lester and carried
by unanimous roll call vote.
F. Request for Exception to Build Men's Dormitory in R2 Zone - Townsite Blk 1,
Lots 7 & 8 - L. A. Hopkins (Case #127-A)
Application was read. Mrs. Hajdu felt that it is the Assembly's responsibility
to hold a public hearing on such an exception. Mr. Lester made a motion that
a public hearing be held at the next regular Borough Assembly meeting, and that
proper notice be posted. Seconded by Mr. Haakansen and carried by unanimous
voice vote.
H. Request for Rezoning Erskine Blk 9 Lots 115-117, R2 to Business - Paul T. Walls
(Case #132-A)
Application was read. Paul T. Walls was represented by Mr. Gransbury. Afte
discussion, action was deferred until Agenda Item VII -D was taken up.

Gentlemen:
Confirming our earlier conversation, this letter is our request
to be placed on the agenda for the meeting of the Kodiak
Island Borough on Thursday April 7, 1966.
At this time we would like to present our request for an
exception to the zoning requirements for the purpose of
constructing an eighty-four man dormitory on Lots 7 and 8,
Block 1, of the Kodiak Townsite.
For your assistance in evaluating our request we are enclosing
the following documents:
1. One set of preliminary construction drawings.
2. Plot plan showing parking facilities and proposed
location of facility on property.
3. Copy of petition signed by adjoining landowners
indicating their concurrence with desired improvement.
4. Copies of letters from King Crab, Inc., 'Kodiak
Fisheries Company, Sutherland and Wendt, Point
Chehalis Packers, Inc., and East Point Seafood
Company, confirming the urgent need for construction
of the proposed facilities.

Kodiak Island Borough Ordnance 164-5 is silent on the subject
of zoning requirements for a dormitory of this nature. However
we would like to point out for your

1. There are exceptional physical and economic conditions
applicable to this property and its intended use
which do not apply generally to other properties
in the same land use classification.
2. The granting of an exception to the existing zoning
of the subject property will not result in material
damage or prejudice to any other properties in the
vicinity, nor be detrimental to the public health,
safety or welfare.
3. Favorable action on the part of the Kodiak Island
Borough in granting the requested exception will
prove beneficial in the following respects:
a. Timely relief of a critical housing shortage for
cannery and construction workers.
b. Addition to the community of a perrrianent, taxable,
privately -financed enterprise.
c. Additional cash flow in the community of Kodiak
resulting from introduction of an additional eighty-
four wage earners into the economyr
4. Concurrence on the part of the Kodiak Island Borough
Assembly will not be contrary to the intent or objectives
of the comprehensive plan for the development of the
City and Borough of Kodiak.
For the reasons set forth in this letter, and such ,other considera-
tions as the Borough Assembly may wish to entertain, we respect-
fully ask that a prompt and favorable recommendation on our
request be granted.

• Gentlemen;
Although we have been engaged in the Sea Food Industry
for several years, we are a new industry in the Kodiak area.
•We were forced to abandon our Seldovia, Alaska plant due to
the earthquake induced tidal conditions which the city now
has. Recently we completed the construction of our new
floating cannery, purchased land sites in the City of Kodiak,
nd. a are about to finish the installation of the plant in it Is
new site.
With the exception, of our supervisory and administrative,
staff, most of our employees shall be hired on a local basis,
supplying their own housing and board arrangements. Due to
'; the increasing number of sea food plants planning operations
in Kodiak, there is an ever decreasing number of employeea
available due mainly to their inability to locate housing.
In our view, there is an imperative need for low cost
; housing units or dormitories that would be available to,:
cannery"or constriction crew workers. Units available 'in'
the $25.00 to $30.00 per week bracket. Without such unite to
house 'incoming prospective employees, the local labor market
shall be inadequate tomeet, the industry's needs.
