The Commission voiced concern over the apparent parking space problem, and suggested.. additional work. Mr. Jackson was not agreeable to this and left the rileeting -prior to a vote being taken on the question. Mr.. Ogg said that Perhaps written verification of the City's intention on sewer and water hookups with regard to proposed subdivisons or expansions would be more efficient than vocal facts submitted. The public hearing was closed. Motion failed by unanimous roll cal! vote. The staff was directed to send a letter to the City of Kodiak regarding city policy on new hookups and extention of lines, ect. Whitney-Fidelgo's request for rezoning. Mr. Lowe move to accept 'the proposed rezoning change. Seconded by Mr. Ogg. The public hearing was opened. Joseph Jensen presented a petition from the people located within 300 feet of the proposed bunkhouse. Opposing because of inadequate parking space available, access to cannery from bunkhouse would be through private property, children living in the area, and no chance that Mission Road could be widened. Mr. Clyde Lovette Spoke for Whitney-Fidelgc stating that the bunkhouse was needed and '. parking would be located within 600 feet of the bunkhouse in compliance with Borough Codes. Public hearing was closed. Mr, Will Gariss, Borough Planner stated that this is a sensitive area because of four zones coming .• together. He suggested the perhaps the people in this area might get together and decide just how they feel this area should grow. Also, he Stated that the bunkhouse could readily be accepted into the business district. The Chairman called for a short recess. The meeting reconvened at 9: 45 p.m. Mr. Lowe withdrew his motion, with consent of the second. Mr. Busch moved to table the matter until the next Planning and Zoning meeting, -Seconded by Mr. Brenteson. A voice vote was taken. Motion passed, '• 5-2. Variance request from Paui Hervey in setback requirements. Mr. -pgg stated that Mrs. Hervey indicated by phone that they did not #ish to continue the request. Mr. Ogg moved to reject Mr. Hervey's request for variance, seconded by Mr. Busch. Motion passed unanimously Py roll call vote. E. Vacation and replat, Beachcombers. Public hearing opened. Mr. LeGrue a former owner and holder of the 2nd mortgage was concerned Over all obligations being met on the property. It was determined that Mr. Williams is in fact the principal owner of the property and he stated klothing would be done with the 'ship' until all obligations had been met. This request is to have all land included in one lot. A letter from Bob Blair as read in which he voiced objection as he felt there was some infringement :!t,)n his property. Noted this does not include other property. Public hearing was closed. Mr. .7.:r enteson rnoved to accept the proposed equest for vacation of two lot lines, seconded by Mr. Heglin. Mr. Shockley in his.own behalf, stated that he felt all requirements to the Code had been met. The city crew has completed the hookup for sewer and water' and the bill was paid. Rise_ KIS PLANNING & ZONING - DECEMBER 17, 1975 - Page 2 B. Mike Shockley Regarding Vacation of Lot 25D and 25E, and Subdivision of Lot 24, U. S. Survey 3098. Mr. Shockley noted that he would be vacating Lot 25D and 25E to establish an access road to the proposed lots on 24. He further stated that there is City seWer and water available and that.the City has okayed the hookup of these lots. In reply to question concerning city utilities to lots not within the City limits, Mr. Shockley stated that the City has approved the annexation of this lot. Mr. Gariss pointed out the responsibilities of the Commission in review of a preliminary and f5.1a1 plat and that is to determine if the subdivision meets the design criteria established by the Borough Code. The preliminary plat has been reviewed by the engineer and he noted a few items that are to be included in the plat, such as location and size of existinc water; sanitary sewer is to be installed; lot frontagename of subdivision and names of adjacent owners. These have .been corrected and the subdivision does meet the design standards. Afterdiscussic on the drainage, Mr. Heglin moved to approve the preliminaryplat, for Mr. Shockley, seconded by Mr. Busch. For the record, the Vice Chairman .noted that the final plat will not be approved for recording until all the corrections have been taken care of and that :the City of Kodiak will in fact supply the needed utilities:. The aOdeptance by the City.for hookup should be -in writing. Letter from Lee Russell Requesting A Waiver of Improvement Requirements Prior .to Recording, read by the Vice Chairman, stating hi, S desire to have .the plat recorded prior to the completion of a sewer line to the subdivision. The Borough Planner indicated that there are two ways this could be done, Mr. Russell-couldrberequired to;post a bond in the amount of the improvement or the Commission could accept a covenant on the plat that all of the lots in any subdivision shall. be subject to assessment for any of the improvemen required herein when installed at a future time by the Borough. Mr::Brenteson moved to accept the proposal with the second option of the covenant so that Mr.. Russell can go ahead with the planned sale with the object to protect the Borough, so that the' property owners will pay for this, ..motion died for lack of a second. Mr: Ogg moved to accept the letter of, waiver with a covenant attache and sent to the City of Kodiak for acceptance prior to recording, seconded by Mr. Heglin. To man this increase we must have additional living space for workers. Lots 7 and 8 are directly above Lots 1, 2, 3, and 4, which are facing Tagura Road and are already zoned Commercial or Business. The preliminary plans, if we can build on this property, calls for a split level, two story building approximately 40 feet by 80 feet. Access would be from the Tagura Road side and would require no parking facility. Vehicle parking would be made available at plant site.
