Recommendations as to the approval or disapproval of the change or amendment. COMMENTS: The lot to be acted upon is adjacent to existing Business -zoned property. Many lots in this zone, though, are still in single-family residences. The six apartments and forty-eight /48\ seat restuarantirequire twelve parking spaces for the apartments (two per dwelling) and "one space for each three seats, based on maximum seating" capacity of!tha building' for the restuarant. Though the seating proposed is 48, re uiring 16 parking spaces, no maximum seating capacity has been established. RECOMMENDATION: The Community Development Department recommends approval ofthe rezoning based upon the following conclusions: | 1. With the Central Business District almost fully developed, business will naturally locate along the peripheryof|the |- downtown. With the Near Island Bridge becoming more f a reality, this portion of Mission Road will become p more highly desirable business location. 2. Adequate parking and circulating space is proviided ' ! for the six apartments and the forty-eight seat rastauran , but approval should be subject to a determination of final, maximum seating capacity. 3. The applicant also complies with the addltionaJ setback of 35 feet required for lots adjacent to a minor arteilal as designated in the 1960 Comprehensive Plan's Official Streets and Highways Plan.
