Keeping the sink and refrigerator is allowable for a wet bar. The bottom line is how the space is used. If it is rented as an independent dwelling unit, with a microwave or hotplate, it could still be considered a two -unit dwelling. Taking out divider doors or walls, can be an indicator, but doors can easily be replaced after the fact. A new zoning compliance is required to update our records as the change is land use is a clear zoning related issue. They are taking out the two entrances and installing one. Basically a split-level with stairs going down to the lower floor and the same set going to the upper floor. The two floors will be open to each other with no doors. They are also converting the meter base to a single meter. The problem is he wants to leave the lower kitchen in as a wet bar with refrigerator and stove. The lay out of the house actually lends itself nicely to this layout. I'm incline to approve this setup for the purpose of utility fees, but it doesn't meet your written criteria of 11/95. Your comments please.
