COMMENTS The purpose of this request is to investigate the rezone of two lots from R3 -- Multifamily Residential to B --Business. The area around these lots is predominantly commercial and industrial in nature. While a portion of this area is designated for High Density Residential the majority of the area is designated Light Industrial. Issues to be considered in evaluating this rezone request include conformance with the comprehensive plan, land suitability, recent development trends in the area, and traffic impacts including adequate access and offstreet parking. CONFORMANCE WITH THE COMPREHENSIVE PLAN: The majority of this area included in this request is designated Light Industrial. The land has been designated for multifamily residential development for over twenty years. This land has been isolated from the surrounding B --Business lands by the residential zoning designation it currently has. A rezone to B --Business would facilitate the consolidation of commercial land in this area and perhaps provide a stimulus for redevelopment in the area. The B --Business Zoning District is a close approximation to Light Industrial. Therefore, a rezone to B --Business would be consistent with the 1968 Borough Comprehensive Plan. ZONING/USE: The land is currently used for a non -conforming power plant and bulk fuel storage, therefore, a rezone to B --Business, while not bringing this site into complete conformity, it would be closer to conformity than continuing these uses in a residential zone. However, it is no less suitable for commercial development than it is for multi -family residential development. Based on the lot size, lot width and topographical considerations, the best result of a rezone to business in this area would be to facilitate consolidation of land prior to any new development. RECENT DEVELOPMENT TRENDS IN THE AREA: This area is primarily devoted to commercial and industrial land uses. The most recent development in the area is the improvement of Tagura Road and traffic circulation in the area. Canneries and Businesses in the area are somewhat limited from expanding due to a marked lack of off-street parking facilities. While there have been small changes to the canneries over the years most, if not all canneries in this area are nonconforming due to inadequate off-street parking facilities. TRAFFIC IMPACTS: Development of this area for commercial use will no doubt increase traffic in the area. The area has legal access from both Mission and Tagura Road. It is likely that access will be from Tagura Road for any commercial development in this area due to topography however. The amount of traffic increase is hard to project based on all the potential uses the land could be used for if zoned B --Business. A consolidation with surrounding B --Business zoned lands will probably be necessary to support a business of any size due to the off-street parking requirements for commercial uses. SUMMARY This request is consistent with the 1968 comprehensive plan. No nonconforming uses will be created by this rezone. While not entirely suitable for commercial development alone, the area to be rezoned will be easier to consolidate with surrounding B --Business zoned lands prior to development. Recent development has improved traffic circulation in the area, however there is still a need for more off-street parking in this general area. Traffic is likely to increase with any future commercial development, however this marginal increase is not likely to exceed the capabilities of the existing roads accessing the site. Findings as to the Effect a Change or Amendment would have on the Objectives of the Comprehensive Plan. The 1968 Borough Comprehensive Plan for this area designates this site for primarily Light Industrial development. A rezone to B --Business would be consistent with the comprehensive plan designation as well as the zoning on surrounding parcels of land.
