SUMMARY STATEMENT:
The announced closure of Jackson's Mobile Home Park will force mobile home owners in the
park to relocate their homes. New permanent locations for those displaced mobile homes are
currently limited. Current zoning code places regulatory burdens on mobile home park
development and expansion that could create new permanent locations.These zoning code
amendments will reduce those regulatory burdens.
The Planning and Zoning Commission held work sessions or special meetings to review the
proposed amendments on July 1, 2015, July 15,2015,August 5,2015, and August 12,2015.
The Commission held a public hearing on the amendments at the August 19,2015 regular
meeting. Following the public hearing, the Commission voted unanamously to recommend
that the Borough Assembly approve the ordinance amending Chapters 17.115, 17.80, 17.85,
and 17.90 KIBC to revise, update,and modify the zoning requirements for mobile home
parks.
RECOMMENDED MOTION:

16 WHEREAS, as a second class Borough, the Kodiak Island Borough exoercises
17 planning, platting, and land use regulations on an area wide basis pursuant to Chapter
18 29.40 Alaska Statutes;and
19
20 WHEREAS, in accordance with AS 29.40,the Kodiak Island Borough adopted the 2008
21 Comprehensive Plan update on December 6,2007(Ordinance No.FY2008-10)to replace
22 the 1968 Comprehensive Plan;and
23
24 WHEREAS, the Kodiak Island Borough has adopted KIBC Title 17 (Zoning) in
25 accordance with AS 29.40 to Implement the Kodiak Island Borough Comprehensive Plan'.

28 WHEREAS, KIBC 17.205.010 provides that "Whenever the public necessity,
29 convenience, general welfare or good zoning practice requires, the assembly may, by
30 ordinance and after report thereon by the commission and public hearing as required by
31 law, amend, supplement, modify, repeal or otherwise change these regulations and the
32 boundaries of the districts;"and
33
34 WHEREAS, the recent announced closure of Jackson's Mobile Home Park pursuant to
35 AS 34.03.225(a)(4)will result in nearly 100 families being forced to relocate;and
36
37 WHEREAS, there are a limited number of mobile homes parks In the community where
38 units may be moved to;and
39
40 WHEREAS, Some of the existing regulatory requirements for mobile homes parks have
41 been noted as a disincentive for new mobile home parks to be established or expansion of
42 existing parks;and
43
44 WHEREAS, the public necessity and general welfare of the community may be better
45 served by amending the code to reduce or eliminate some zoning requirements for new or
46 expanded mobile home parks rather than requiring strict adherence to existing zoning
47 requirements for these parks;and

53 WHEREAS,the Planning and Zoning Commission held work sessions or special meetings

57 WHEREAS, the Planning and Zoning Commission set aside time for public Input and
58 discussion at each work sessiow,and

60 WHEREAS, the Planning and Zoning Commission held a public hearing on August 19,
61 2015 and following the August 19, 2015 public hearing, voted to transmit their
62 recommendations for revisions to KIBC Title 17„Zoning to the Borough Assembly,and

64 WHEREAS, as part of their recommendation to adopt the revisions to Chapters 17.115,.
65 17.80, 17.85,and 17.90 KIBC,the Planning and Zoning Commission adopted Findings of
66 Fact,which are attached hereto as Exhibit A;and

68 NOW,THEREFORE,BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND

100 17.115.010 Definitions.
101 For the purpose of this title the following definitions apply:
102 'Mobfie home"means a rF : r:Iry structure,such as those which are constructed in
103 accordance with 24 FR Part 3280. Mobile homes are transportable in one or more
104 sections,which In the traveling mode its are eight body feet or more in width and 40 body
105 feet or more in length, or, when erected on-site, Ir,are 320 or more square feet. Mobile
106 homes are ;mv1_vjhT0 k; built on a permanent chassis and designed to be used as a
107 dwelling with or without a permanent foundation when connected to the required utilities,
108 &F -IncAidec; Including the plumbing, heating, air conditioning, and electrical systems
109 contained therein.Calculations used 10 determine the number of square feet in a structure
110 will be based on the structure's exterior dimensions measured at the largest horizontal
I I I projections when erected on site. These dimensions will Include all expandable rooms,
Ill cabinets, and other projections containing interior space, but does not include bay
113 windows.
114 "Mobile home park'means a tract of land upon which seven or more mobile home spaces
115 are located,established, or maintained for occupancy by mobile homes modular Thom
116 or manufactured homes.All modular or manufactured homes must comply with the
117 requirements of KIBC Titla 15d(Buildings and Construction.A mobile home park may
18 have section of the park designated for occupancy by recreational vehicles, In

122 17.115.020 Applicability of this chapter.
123 Except as provided in Chapter 17.140 KIBC, all mobile home parks within the borough
124 shall be constructed,operated,and maintained In accordance with the standards set forth
125 in this chapter. Complete responsibility for standards established by this chapter and for
126 construction within a mobile home park shall rest with the owner of such park. When a
127 mobile home park site plan is approved,the provisions of this chapter will apply in lieu of

131 17.115.030 Districts where permitted.
132 Mobile home parks shall be permitted only in the R3 multifamily residential district,and as
133 a conditional use in the R2 and B business districts. [Ord. FY06-03 §5, 2005; repealed

136 17.115.040 Plan review.
137 A.Every application for zoning compliance for a mobile home or a mobile home park shall
138 include a site plan of the proposed mobile home park or expansion of an existing mobile
139 home park except in Instances where the building footprint and/or building placement is
140 not altered.The site plan shall include:
141 1,The exterior boundaries of the subject property„ its dimensions„ and the area of the lot;
142 and
143 2.All the items required by this chapter,
144 B.Plans for drainage„ solid waste disposal„ and lighting- shall be submitted by the
145 owner.Plains for sewer„water,and roads for a mobile home park shall be prepared by a
146 registered engineer: and All such plans shall be reviewed and approved by the
147 engineering and facilities department prior to construction of the mobile home park.

148 C An as-buik survey may be required to accompany zoning compliance permit
149 applications. When required, the as-built survey will show the mobile home space
150 boundaries, space size, parking area, proposed mobile home footprint, as well as
151 separation distances and parking areas on all adjoining mobile home park spaces. [Ord.

155 17.115.050 Park streets.
156 A.All park streets shall be at least gravel,well drained, maintained, and open to traffic at
157 all times.
158 B.Two-Way Traffic,Each driving lane shall meet the minimum requirements for the design
159 and construction of local roads within a subdivision as provided In KIBC Title 16(i.e., 23
160 feet for unpaved traff ways and 20 feet for paved trafficways). No right-of-way Is
161 required for trafficways(park streets)in a mobile home park.
162 C.One-Way Traffic.The driving lane shall be at least 12 feet wide.
163 D.Dead-end streets shall have a turnaround or cul-de-sac approved by the engineering
164 and facilities department.

188 mobile home park owner. Street names and space numbers shall be assigned by the
189 mobile home park owner and submitted to the community development department for

191 street names and space numbers -oriaddresses shall be made available to other public

313 family and two-family residential dwellings and limited office uses where public water and
314 sewer services are available.For the two-family residential zoning district,In promoting the
315 general purposes of this title,the specific intentions of this chapter are:
316 A.To encourage the construction of single-family and two-family dwellings;
317 B.To prohibit commercial and industrial land uses and any other use of the land which
318 would Interfere with the development or continuation of single-family and two-family

2. The amendments to Chapter 17.115 KIBC are intended 10 ease the regulatory burdens

Attached are the proposed changes to Chapter 17.115 1I—Mobile Home Parks.The
changes reflect the discussions at several recent P&Z work sessions to address
regulatory requirements in Title 17,Zoning for new or expanded mobile home parks.
The draft changes are shown in un erlin glabikethfwdo format.
Summary of changes
As drafted, the regulations will modify several development standards for mobile home
parks,
• Update the definition of mobile homes to match the federal standard,See draft KIBC
17.115 010.
• Add mobile home parks as conditional use in the R-2 zoning district. See draft KIBC
17.115.030 and 17.60.025.
Under current code requirements,mobile home parks are a permitted use In the R-3
district and a conditional use in the B-Business,District.The code change will allow a
mobile home park as a conditional use in the R-2 district.
• Permit single-family residences, modular homes, and recreational vehicles to be
placed in mobile home park spaces as dwelling units. See draft KIBC 17.115.01 0
and 17.115.090(B).
Current code does not allow dwelling units (of any size) or recreational vehicles to
be placed in a mobile home space. The draft will allow dwelling units and
recreational vehicles to placed in mobile home parks. P&Z has discussed this
change in the conte)d of helping provide options for affordable housing and to
accommodate the emerging "small house" trend that is occurring elsewhere, This
change would also provide flexibility for the mobile home park owners.
Allow a Recreational Vehicle (RV) to be used as a dwelling unit in a mobile home
park. See draft 17.115.090( )and discussion above.

The draft will allow RV's to be placed In mobile home parks and to be used as a
dwelling unit. Staff notes that this is a significant policy shift in what Is allowed as a
dwelling unit for long-term or permanent occupancy.This change may require a local
amendment to the building code (international Residential Code), as recreational
vehicles are not designed or manufactured in accordance with the IRC or the Pode
of Federal Regulations(24 CFR Part 3280)for manufactured homes.
• Reduce the ratio for play areas in larger mobile home parks(21 or more spaces)and
eliminate in total the requirement for play areas in parks with 20 or fewer spaces,,

Current code requires 2DO square feet of play area per mobile home space to be
provided. The draft eliminates the requirement for parks with up to 20 spaces and
reduces the requirement to 50 square feet per space for parks with 21 or more
spaces,
• Eliminate the requirement to provide an on-site storage area for tenant's personal
property(e.g-, boats),See existing KIBC 17.115.110.
Current code requires 250 square feet of storage area for every 4 mobile home
spaces.The draft eliminates this requirement entirely.
• Clarify the requirements for walkways within mobile home parks. See draft KIBC
17.115,070
Current code requires a 30'walkway(which is not part of the mobile home space or
the park street) to and from all mobile home spaces. The draft changes this to
require a 36"walkway but only on one side of a park street if the walkway Is adjacent
to the stre eta
• Clarify the setback requirements from external public roads. See draft KIBC
17.115.090(0)
Existing code requires a 25' setback from any public street that Is not within the
mobile home park. The draft changes this requirement to only require the 25'
setback when the adjoining public street defines the front yard. If the mobile home
park has multiple street frontages, the setbacks would be determined In the same
manner as for other land uses;meaning there is only one front setback an a lot. The
other frontages are considered side or rear yards for setbacks.
• Modify the required separation requirements between structures(mobile homes and
accessory structures).See draft KIBC 17.115.090(E)-(F).
Mobile homes must be site with a 10' separation from each other. 5' from the
mobile home space boundary, and accessory buildings must be 6' from any mobile
home.
• Modify the screening requirements.See draft KI 17.115110.
Current code allows P&Z to determine If screening Is warranted,after a Complaint is
filed. The draft changes this requirement to establish that 1) no screening is
required when a mobile home park is a permitted use, and 2) P&Z will determine if

17.11S.040 Plan review.
A.Every application for zoning compliance for a mobile home or a mobile home park shall include a site
plan of the proposed mobile home park or expansion of an existing mobile home park except in
instances where the building footprint and/or building placement is not altered.The site plan shall
include:
1.The exterior boundaries of the subject property,its dimensions,and the area of the lot;and
2.All the items required by this chapter.
B.Plans for drainage,solid waste disposal,lighting,sewer,water,and roads for a mobile home park shall
be prepared by a registered engineer and reviewed and approved by the engineering and facilities
department prior to construction of the mobile home park.
C.An as-built survey may be required to accompany zoning compliance permit applications.When
required,the as-built survey will show the mobile home space boundaries,space size,parking area,
proposed mobile home footprint,as well as separation distances and parking areas on all adjoining

11 wanted to give a little feedback an the Chapter 17.115 Mobile Home Parks. It is my understanding that this section is a
guide line on how one would go about constructing a mobile home park.With that said I think It is worthwhile to
mention that not all of the Items listed would apply because every park would be different specifically walkways.
17.115.010 Definitions.
In this section It might be a good Idea to add definitions of-Tiny House'loc whatever someone wants to call them)built
to local codes. RV's,structure panel homes,etc Of later In 17.115 it is going to he consider to Oak them be In a MHP.I
think the'Mobile Home"definition has changed a bit. I think it no longer has to be a single level.
17.115 020 Applicability of this chapter,

would peak a Out of attention with a new breastaurant opening or mariffuria&hopicaming to a business district near you

This section seems sufficient enough,but could be cleaned up with language change. it gives an alternative parking
situation.Which is helpful In design.but I think this suggestion is to explain the Following Walks section.In my opinion
this parking section and the Following Walks section ate linked together And have been mlsimerpteted by community
development department. I have attached a sketch of what I think the Intent of including this languago In here
17.115.070 Walks
In my opinion this section Is being misinterpreted. I do not believe It was the Intent to make a requirement that is
greater than what Is being done an public roads.That doesn't make sense to me,see 17 115.050 Park streets. Elfarts
were made to make the streets conform to public streets.Why would it be more Important Inside a park for people to
walk around?In addition I believe it the Intent was to have walkways run alongside park streets,they would have called
them sidewalks. In my opinion this section Is to work with the alternate parking plan described in 17.115,060
Packing See attached sketch I made that shows my Meln5sta lot with a concept. The trailer space located behind the
front space need a walkway to access.The walkways are installed in'Open Space'that doubles as'direct access"to a
public road. The rear trailers would use the'walkwaye to move across when being brought into the park. 1 doeft think
this section was intended to Include an additional walkway along streets,otherwise In Park Streets section it would have
mentioned sidewalks. 17.115.070 says the walkway shall be made or at least the same material as the street. It doesn't
say you can't use the street.
0 don't mind this section being In the code. But I do believe It Is being misinterpreted,so It should he cleaned up in

This should be deleted altogether. Play areas are not requited In R3,subdivisions,etc..In addition we spend a lot of
money on parks and play areas as tax payers and thaw are available.
It's an additional burden on the park owner,and they don't get used. Or If you are going to keep it,reduce the requited
area and allow the space to be included/counted in within the unit space.Because that is where they would play
anyway.

1 wanted to give a little feedback on the Chapter 17.115 Mobile Home Parks,it Is my understanding that this section is a
guide line on how one would to about constructing a mobile home park.With that said A think It Is worthwhile to
mention that not all of the hems listed would apply because every park would be different specifically walkways.
17.115.010 Definitions.
in this section It ought be a good Idea to add definitions of-tiny House'(or whatever someone wants to call them)built
to local codes. RV's,structure panel homes,etc. if later An 17.115 It is going to be consider to let them he In a MHP.A
think the'Mobile Home definition has changed a Wt.A think It no longer has to be a single level.
17,115.020 Applicability of this chapter.
0 have no comments to add to this section. My Interruption of this section Is It more for the landowner,to make them
understand that It will be the landowner's responsibility to construct and maintain the park. Meaning you shouldn't
build a road and then look to the borough to maintain It,that responsibility'shall test with the owner of such park.'
17.115.030 Districts where permitted.
This section Is curious,Business District as a conditional use. I get it. QVs a hot button Issue with many people. But it
seems it either Is a hot button Issue or At isn't.Why conditional use In Business District only?As this section stands R3 Is
the only permitted district.Very soon,in about a year,there might be some R3 property available for sale. A wonder
what the reaction would be ifs e,say a coalition of dislodged Jackson MHP people form an association and
purchase some R3 property along Spruce cape and install a MHP,without notifying their NEW neighbors?And why only
this hot button Issue? In Business you are permitted eating and drinking establishments or retail. But you could bet you
would peak a tat of attention with a new breastaurank opening or marijuna shopicaming to a business district near you
after Alaska makes It legal to sell)In a Business district abutting residential,but that Is a different topic.I feel If the
intent of this section is to allow the public to be made aware when a MHP is being considered as a use for property then
all districts that At is allowed it should be conditional use.What makes people In R3 less likely to object?The fact that
they live In R3 and that Is what Is allowed currently?A subdivided an R2 lot and built a duplex a few years ago. A fought
my neighbors for a year through P&Z to get my approval,most of them lived In a duplex. I don't see how one district Is
different than the other. Either all a should require condition use or none of them,In my opinion.
17.115.040 Plan review,
A followed this section for my conditional use permit. Seemed thorough to me.And help with design.

This section is sufficient for letting the landowner know what Is expected.That is you will have to build it with proper
drainage,land owner Is responsible for maintaining It,and you have to leave it open at all times. Maybe add some
language such as'A. It will he the responsibility of the Park owner and not the borough for all Park streets to least
gravel.....'so as to clarify the intent of this Information.Since the roads are the same size requirements as the borough
roads,It doesn't seem unreasonable.
171 15.060 Parking
This section seems sufficient enough,but could be cleaned up wllh language change. It gives an alternative parking
situation.Which Is helpful In design,but I think this suggestion Is to explain the following Walks section.In my opinion
this parking section and the following Walks section are linked together. And have been misinterpreted by community
development department. I have attached a sketch of what 1 think the Intent of Including this language in here.
27.I15.070 Walks.
In my opinion this section is being misinterpreted.I do not believe It was the intent to make a requirement that Is
greater than what is being done on public roads.That doesn't make sense to me,see 17.115.050 Park streets.Efforts
were made to make the streets conform to public streets.Why would it be more important Inside a park for people to
walk around? In addition I believe If the Intent was to have walkways run alongside park streets,they would have called
them sidewalks. In my opinion this section is to work with the alternate parking plan described In 17.115.060
Parking.See attached sketch I made that shows my Meinista Not with a concept.The trailer space located behind the
hone space need a walkway to access.The walkways are Installed in'Open Space that doubles as'direct access'to a
public road. The rear trailers would use the"walkways"to move across when being brought into the park- I don't think
this section was Intended to include an additional walkway along streets,otherwise in Park Streets section It would have
mentioned sidewalks. 17.115.070 says the walkway shall be made of at least the same material as the street.It doesn't
say you can't use the street.
I dolt mind this section being in the code. But 1 do believe it Is being misinterpreted,so It should be cleaned up In
language. Maybe simply adding-Provisions shag be made for at least a 30-Inch-wide,well-drained and made of at a
minimum of gravel,within the park for foot traffic to and from all mobile home spaces that 't have dir access to a
park street' Or something similar. Maybe even say sidewalks are not required.
17.11S.0 Street names.
it's hard to came up with good street names.
17.115.090 Mobile home spaces.
B.one dwelling?Or something like that. Leaves it open to allow RVs,tiny homes,etc
C.seems If you met the separation/setback requirements It shouldn't matter the coverage. it might be helpful in some
park designs. Might help create more spaces within a park. Maybe allow play area to be included
D.-Direct access'Iles into common parking area,walkways,and my sketch 1 provided.
E. I think it should be made dear what is defined as a Public Street.Are we talking about the street edge or the public
Fight of way for the street.
F.Seems like this could be clean up. Maybe made clearer
G. I think you can put accessory building right next to a building in other zoning districts.Why not In a mobile home
Park
H.seems like If you met setbacks and codes it shouldn't matter how much bigger It was. but 1 seems reasonable.
17.1153 Play areas.
This should he deleted altogether. Play areas are not required in R3,subdivisions,etc.. in addition we spend a lot of
money on parks and play areas as tax payers and those are available.
It's an additional burden on the park owner,and they don't get used. Or If you are going to keep It,reduce the required
area and allow the space to be Included/counted In within the unit space. Because that is where they would play
anyway.

SUMMARY STATEMENT:
Discover Kodiak has been providing destination marketing and tourism development for the
City of Kodiak and Kodiak Island Borough for several years through its Marketing Committee.
This contract renews the Borough's relationship with Discover Kodiak for the 2016 fiscal year
with funding from the Borough's bed tax revenue.
The duties to be accomplished by the contractor are described in the contract.
RECOMMENDED MOTION:
Move to authorize the Manager to execute Contract No. FY2016-20 with Discover Kodiak for
Destination Marketing and Tourism Development Services for fiscal year 2016 in the amount
of$85,000.

AGREEMENT
THIS AGREEMENT is entered Into by and n the Kodiak Island
• Borough (Borough) and Discover K •(contractor) for the purpose of setting
forth the terms and conditions pursuant to which the contractor shall be
contracted to provide d tintio arketi and tourism development ctiv s

Section INTENT OF AGREEMENT. The contractor is hereby
contracted to provide a Marketing Committee ( i ver Kodiak Board of
Directors) and one full time equivalent to focus an destination marketing and
tourism development In the Kodiak Island Borough.
Section 2. SCOPE P WORK. The contractor will work with a Marketing
Committee t lish the folk3wing tasks identified in the document,such as:
a. Produce collateral marketing materials, including the Explore Kodiak
Visitor Guide
b. Continue to provide information about Kodiak region to the traveling
public
c. Maintain and staff the Kodiak Visitor Center
d. Keep the Borough Assembly and community t large Informed as to
the results of marketing o state of the local tourism
industry
e. Work with the Alaska Travel Industry Association and other statewide
marketing organizations to ensure Kodiak ! represented in their
ongoing national and international marketing programs
. Continue work with the communities In the Kodiak island Borough to
determine role tourism does and can play in the community
economies
g. Work with the Kodiak Chamber of Commerce to transform the visitor
Industry into a significant component of the Kodiak ion's economy
. Continue development of the kodlak.org websits to Improve Its usability
and visibi!ity to visitors, potential businesses and residents
I. Work with odiak College, the Kodiak Island Borough School District,
Kodiak Area Native organizations, and other organizations to
encourage entrepreneurship and assists all business development in

I. Continue work with the airline Industry and the Alaska Marine Highway
System to maintain and Improve access to the Kodiak region
m. Continue participation in the Comprehensive Economic Development
Strategy committee to foster an understanding of the tourism Industry
and opportunities and challenger.facing the industry
A minimum of four Marketing Committee meetings will be scheduled
during the term of this Agreement for the purpose of maintaining
committee input and guiding the efforts of the contractor. A report of all
marketing activities of the contractor will be submitted to the Borough
Manager on a quarterly basis. An annual report to the Kodiak Island
Borough Assembly shall be presented each spring.
Section 3. TERM. This agreement Will remain In effect July 1, 2015
through June 30,2016,unless earlier terminated.Either party shall have the right
to terminate e a r greement without penalty upon one month's written RoVice to
the other.
Section 4. COMPENSATION. As compensation for all services rendered
under this agreement, contractor shall be paid $85.DOO.00 by the Kodiak Island
Borough. Said compensation shall be paid In equal Installments of$21,250.00
on the second Friday of July and October 2015,and January and April 2016.

WffNESSETH
Section L ITUENT OF AGREENFXr. The. Cortuactor is hereby contracted to
provide a Mental Health In the Schools Program as described in the attached annual
collaborative plan and fulfill all of die mental health services required by funded grants
through the Suft of Alaska Depmumant of Health and Social SLrvicas for community
mcntal health program services. Contractor agrees to be bound by the same collaborative
plow and grants.
Sectim L SCOPE OF WORK. During Fiscal Year 2015-2016. the Contractor shall
provide the staffing required to deliver the servim specified In the mental health in the
schooIt collaborative plan and the gram fiom the State of Alaska. The Contractor will
complete oil documentallon, billing and reporting as simKified. Tbe Conuactor shall
submit a monthly activity report of all activities of the Contractor by the 106 day
following Ow wd of each month to the Borough MmaVx and the School District
Superintendem Further, the Contractor shall provide financial summaries to the
Administrative Service Review Team meetings to be held quarterly beginning in calendar
year 2OM2016 as mutually speed to by all panks.
Section 3. TEM Unim earlier terminated, this agreement will remain in effect
beginning July 1.2015 and ending June 30,2016. 7his agreement will correspood with
the I"se Agreement cun=dy in eflect between the Kodiak Island Borough and
Providence Health and Services—Washington. At any time eidw the Borough or the
Contractor may terminate this agrecatim by 30 days written notice to the ad=party.
This agrewtent shall terminate 30 days from the notice if either poly gives a written
notice of its dedm to reopen negotiations to the other party. This a Shall
terminate 30days from the date of such notice without further action by either party ad
shall be of no further form and effect other than to perform any obligation Incurred but
not paid prior to Wmination. However,this agreement will not tesminme 30 days from
the notice if either party gives a written notice of its desim to reopen negotiations to the
other party. If this notice is given before 30 days have passed after a written termination
notice has been given,the running of thim 30 days all be tailed for 60 days. During
this 60-day period.the parties will negotiate in good falth. 'Mis agreement shall remain
fully In to=during the 6D-day negotiation ptAod. If the issue has not been resolved to

SCOPE OF SERVICES FOR THE SCHOOL CLINICIAN PROGRAM FOR THE
2015-2016 SCHOOL YEAR
'Me Kodiak Island School District(KIBSD),Providence Kodiak Island Counseling
Center(PKICC)and the Kodiak Island Borough(KIB)work together in a Tateral
agreement to provide school based mental health services.The School Clinician Program
funding is appropriated by the Kodiak Island Borough and is reflected as an in-kind
budget agreement between the KIBSD and the KIB, Funds for School Clinician Program
services are provided to PKICC through a monthly budgetary process.17m purpose of
this program is top vide quality mental health services to the to and rural schools of
KIBSD. Services are generally offered in the schools but also may occur in a variety of
settings based on a treatment plan developed to meet the emotional needs of individual
students.
SERVICES
Services include:
1. Mental health counseling fors dents,including individual,ffinily,and
group counseling as needed,with prioritized services to students with 1EP
recommendations.
2. Private school students on[Elys may receive mental health services
recommended by the IEP leam in the public school setting.
3. Consultation with teachers,counselors,school psychologists,and school
administrators( l-monthly ineeflng with all KIBSD School Psycholo&is,
Counselors and Administrators)
4. Assistance in the development of behavioral management strategies for
identified students(PKICC School Clinicians will develop treatment plans
for each student seen addressing behavioral concerns).
5. Assistance in referral of identified students to appropriate community
resources.
6. Topic focused psycho educational classes and groups,
7. Crisis intervention services for acutely distressed or suicidal students.
S. At the request of KIBSD principal/staff,PKICC School Program Team
Leader will initiate CIS M(Critical Incident Stress Management)services.
9. Psychiatric evaluation services will be provided for up to 3 hours per

11. Staff training will be available during teacher in-service week and at the
request of the Principal or Administrative Staff.

COLLABORATION
PKICC will work with KIBSD to provide an integrated approach in the treatment of
Kodiak Island ® students and families utilizing the skill and expertise of School
Clinicians as well as other PKICC staff when needed t o p rovide support and quality
mental health care. This includes services by the PKICC Clinical Director/Board
Certified Psycldairist,other multi-disciplinary to members,and the PKICC!Director.
To foster good communication and collaboration between KIBSD and PKICC,a core
group representing administrative and counseling staff will meet bi-monflily throughout
the year.
STAFFING
The School Clinician Program will be staffed with four Clinician I FT&s providing
direct service within the schools and.3 FTE for supervision by a licensed professional
counselor or social worker.
Clinician I are licensed eligible or actively pursuing a Master's of Arts or a Master's in
Science in a mental health field.(Actively pursuing means acceptance into a program and
completion of one 3 credit course per semester including summer.)
Staff assignments will include one FrE in the High School,one F1'E in the Middle
School,two PTE's in the Elementary Schools, Each staff member will have one or more
village responsibilities. Changes ins assignments will be discussed with the KIBSD
Director of Special Services.
In the event of a need to hire new staff,PKICC will invite a representative from KIBSD
to participate in an interview panel. KIBSD will choose its own representative.
In the school year,PKICC Clinicians will travel to village schools as designated by
KIBSD Superintendent. Each visit will provide at least one school day of service to
students and staff vdth no mom than 9 visits per year per village.If a scheduled village
school visit is cancelled due to weather or other reasons,an alternate visit will be
completed within 2 weeks.
To facilitate collaboration and increase support for village school staff PKICC Clinicians
will initiate regular e-mail communication with designated village school staff and
structure their schedules to W low for support. PKICC Clinicians will also participate in
teleconference meetings with village school staff as scheduled by both KIBSD and
KANA.
Unfilled positions or leave of more than 10 consecutive school days will be discussed
with the KIBSD and additional staff within PKICC will be appointed to provide coverage
for the caseload. If addifional staff is not immediately available within PKICC,the center
will advertise for a short-term or long-term position.

Clinical position providing mental health services to childrM adolescents and adults.
PKICC School Clinicians are responsible for referring a child or family to a higher level
of care when needed. Provides crisis and emergency services as necessary. PKICC
School Clinicians we supervised by a I icensed clinician.Clinician I's are responsible for
Wring calls fore enci on a rotating basis.
All Clinician I staff is supervised by a Masters level licensed supervisor(School
Program Team Leader). The School Program Team Leader is directly supervised by the
PKICC Clinical Director.

Manages School Prograrn,supervises school clinicians,and ensures program provided
services consistent with the accepted best practice mental health practices, Member or
agency's Management Team. She provides direct clinical services and emergency on-
call coverage on a rotating basis.

in providing mental health services throughout the Counseling Center®managing all

REFERRAL SERVICES
Services provided in the school setting will be predominantly psycho educational or
behavioral in nature. Written permission from parent or guardian is necessary for a child
to receive counseling services in school.
Students with a significant psychiatric disorder,or those who may be appropriate to
receive,or are already receiving,therapeutic services will be referred to PKICC or
another appropriate agency or private practice.Counseling services provided by PKICC
staff other that the school based counselors,are not a provision of this agreement.
Families will make both clinical and financial arrangements directly with PKICC.
Providence Kodiak Island Counseling Center will bill individual insurance companies
and/or families as appropriate and will provide a Sliding Scale Fee Program to qualify
referred clients.
PKICC School Clinicians,KIBSD school staff;agency provider,and private practice
individuals will work collaboratively in the best interest of the student and family.

SUMMARY STATEMENT:
Per KIBC 7.30.010 Election officials,the assembly shall appoint at least three election officials
in each precinct to constitute the election board of that precinct.The clerk is the election
supervisor.One election official shall be designated as chair and shall be ordinarily
responsible for administering the election in that precinct.The clerk may appoint additional
election officials at any polling place where they are needed to conduct an orderly election
and to relieve other election officials of undue hardship.
It would be impossible to conduct the elections without the dedication and skills of the 60 plus
volunteers listed in the memo before the Assembly.The election judges and clerks, receiving
team,and canvass board deserve appreciation for their commitment to the voters of the
Kodiak Island Borough.

SUMMARY STATEMENT:
After advertising,interviewing,and conducting background checks, the review panel has
recommended a candidate they feel is highly qualified to Fill the position of Fire Chief for
Bayside Volunteer Fire Department. Section 408 of the Kodiak Island Borough Personnel
Manual allows the manager the latitude to place a new employee above the start rate,when
such placement is a result of"directly applicable work experience and credentials.Assembly
approval is required for any starting placement above Step C."
The Manager is recommending the hiring of an applicant who more than meets the
requirements for the position of Fire Chief for Bayside Volunteer Fire Department.The
applicant's credentials are excellent, and work history and experience significantly exceed the
requirements necessary to perform the essential duties and responsibilities of this position.
Further,it is the recommendation of the Fire Protection Area No. 1 Board,who thoroughly
vetted this individual and have determined him a good fit for the position of Fire Chief and
qualified to serve the needs of the community of Kodiak.
The Salary Range for this position was set and approved to be at DBM 61 of the KIB Salary
Schedule.Therefore, based on the recommendation of the Fire Protection Area No. 1 Board,
combined with the qualifications and work experience of this applicant,and in our effort to hire
the best qualified person for this position,the Manager recommends this applicant be hired at
Range DBM 61,Step H of the salary scale.

The benefits of having the Fire Chief living at the Are hall are numerous.First and most Important Is the
quick response availability.When a call comes in the Chief will respond In Command 10.It allows the Chief to get on
scene quickly and do a size up and plan for the Initial attack when the Volunteers arrive with the engines.C 10 also has
80 gallons or pressurized water and foam concentrate.Fires have been knocked down numerous times by the FIre Chief
before the engines arrive.This has reduced the severity of the fire making them safer to fight and saved thousands in
Insurance claims.Also a quick response has saved lives on EMS ells.
Another great benefit is the comradery it creates.With the Chief living there It is a more appealing area to hang out and
Intermingle with other fire fighters.Poker night for example.Volunteers become good friends and work together better.
The fire Chief has more ownership in the station when he lives there therefore the station will be neater and problems will
be corrected quicker because they are noticed quicker.The station will be manned during the day and the evening to
facilitate the public.The public has been known to stop by day and night to ask questions and ask for directions.
Security will be enhanced with the Chief living at the station.It will be known as an occupied building Instead of a vacant
building during the night.We have lost a few items In the past.A TV for example.
Minor maintenance,repair and cleaning within the station and the exterior will be administered by the Fire Chief.He will
also contributed by helping.An example is sidewalk snow removal In the evenings and weed control In the summer.
These are some of the benefits that Scott and I came up with.Hopefully some or the other board members have sent
their own emalls to you.
