REQUEST On r July 11, 1978, the Kodiak Baptist Mission requested a an inter- pretation of the definiation of word "family", as Set for in Section 17.06.230. ANALYSIS Following discussions with the Reverend Robert Childs of the Kodiak Baptist Mission, Rev. Childs submitted the attached letter on July 11, 1978, requesting of the Planning & Zoning Commission a definition of the application of the Borough's definition of "family" to a foster parent home. The Kodiak Island Borough in Section 17.06.230 defines a "family" as "family means any number of individuals related by blood or marriage or an unrelated group of not more than five persons living together as a single housekeeping unit in a dwelling unit." The interpretation sought is 'whether or not the five unrelated children living within a foster home or group home supervised by a married couple serving in the role of parents constitutes a violation of the intent of the definition of the word "family" as quoted above. Staff finds that both the definiton found in the zoning code and the Kodiak Island Borough Building Code, seems to technically indicate that such an occupancy would not fall within the technical definition of "family". Though it would certainly appear that the intent of providing a foster group home falls within the definition of a family. The attached request from the Mission as submitted by Rev. Childs outlines the type of occupancy and the type of family environment proposed by the Mission and purports to show that that occupancy falls within the intended Z-78-066 Page 2 definition of a family. RECOMMENDATION Staff recommends that the Planning Commission find that within the definition of a family set forth in Section 17.06.230, it is the intent of that definition that a foster home providing the same environment as that of a natural parent and child family regardless of the number of children is in fact a family under the definition of the Kodiak Island Borough Code of Ordinances. Mr. Urabeck showed a slide presentation outlining the purpose of the South Central WAter Resources Study. In general the study will deal with outdoor recreation, commercial fishing and subsistence ishing. More specifically with the current project in Congress for expanding acilities in small boat harbors. The analysis will be presented sometime in the fall of 1979.
