Lots 1, 2, and 3, Hospital Subdivision, 1915 Rezanof Drive East PL--Public Use Land BACKGROUND The Kodiak Island Hospital expansion and upgrade is planned in four phases over approximately four years. While a detailed, final site plan is not yet available, the site plan submitted for Commission approval does show the footprints of both the existing hospital building and the proposed new three- story hospital building. According to KIBC Section 17.57.040.A, the parking requirement for general hospitals is one per 500 square feet of gross floor area. According to preliminary floor plan designs for the hospital project completed by Prochaska and Associates, the existing hospital building contains 33,849 square feet of gross floor area. The proposed new hospital building will contain a total of 38,700 square feet of gross floor area on three floors. This total of 72,549 square feet gross floor area would require 145 parking spaces, including 5 handicapped spaces. While proposed Lot 1B is sufficiently large (12 acres) to accommodate additional parking with a variety of potential configuration and circulation patterns, it is constrained by topography and there are no plans at present to extend site improvements to the northeast half of the property. Within the area proposed for hospital expansion on the attached site plan, staff has been able to identify 140 of the required 145 parking spaces. Unanticipated Case 94-028 Page 1 of 2 P & Z: July 20. 1994 New Business Item V1II-B reduction in the gross floor area calculations due to floor plan adjustments or elimination of ancillary buildings dedicated now to a use scheduled to be transferred to the new building (ie., CAT scan building) may well prove 140 spaces sufficient to meet requirements. Or, if necessary, additional, strategically placed site improvements can provide additional required parking spaces. Parking development standards related to driveway width and separation, maneuvering, space and aisle width, and circulation appear to be met according to this preliminary site plan. As with the number of spaces, adjustments can be required to the design if necessary to meet parking development standards requirements. Minimum lot area, lot width, and yard setback and building height requirements of Chapter 17.33-PL—Public Use Land zoning district are complied with according to the submitted site plan. The 1968 Kodiak Island Borough Comprehensive Plan designates this area as public for hospital and school reserve. RECOMMENDATION Staff recommends that the Commission approve this site plan as being substantially consistent with the requirements of the Borough Zoning Code, specifically Chapter 17.57 (Parking) and Chapter 17.33 (PL--Public Use Land). APPROPRIATE MOTION Should the Commission agree with the staff recommendation, the appropriate motion is: Move to approve the detailed site plan for the existing and proposed new hospital building, in the PL--Public Use Land zoning district on Lots 1, 2, and 3, Hospital Subdivision.
