The petitioner shall submit a landscaping plan for review and approval by the Planning and Zoning Commission which focuses on the new parking area development near the SW corner of the site. Approval will be obtained before the issuance of a C.Q. or Final Inspection Report for the new building addition, as applicable. The Planning & Zoning Commission adopted these "Findings of Fact" in support of their decision. 1. The site plan has been previously reviewed by the Commission for two variance requests and the variances have been determined to be justified under the criteria set forth in KIBC 17.66. 2. The site plan, subject to a condition of approval to address Landscaping will ensure that the further development of the site is well integrated with the mixed residential and institutional uses that are located in the surrounding area. Case 08 -001. Request a Site Plan Review, according to KIBC 17.33, to consider a revised site plan for the hospital and long -term care facility to include a multi -story addition to the hospital that will be used for the Kodiak Island Community Health Center. Dvorak reported this site plan has seen this site plan before by the Planning & Zoning Commission with regard to the proposed Community Health Center addition. A building encroachment variance was granted in Case 07 -011 and a parking variance was granted in Case June 20, 2007 P & Z Commission Meeting Minutes Page 1 of 8 07 -023. Because this case involves a building addition as opposed to a new facility, the principal alterations to the site will involve a marginal change to the site and structure. One thing not shown on the site plan is proposed landscaping. Since the addition and parking area development is likely to remove much of the natural vegetation from the site and replace it with large parking areas and access drive, it would be prudent to require some kind of landscaping to break up the large parking areas shown on the proposed site plan. COMMISSIONER JANZ reminded Dvorak that this is a single story addition and not multi- story. COMMISSIONER JUENGER MOVED TO APPROVE the site plan submitted as Case 08- 001, and find that the proposed development and use as shown on the site plan, and subject to a condition of approval, are consistent with the standards for development in the PL- Public Use Land zone, and to adopt the finding in the staff report dated July 11, 2007, as "Findings of Fact" for this case. Request Variance, according to KIBC 17.66.020, to allow the existing house and the construction of additional living area to be built above an existing carport that projects a maximum of 20 feet into the required 25 foot front yard setback. Dvorak reported this variance request is to allow the construction of additional living area to be built above an existing carport that projects a maximum of 16.4 feet into the required 25 foot front yard setback on the front of the house. At 40,002 square feet, Lot 11 is the bare minimum for the RR1 zoning district. The lot is characterized by extremely steep topography sloping away from the rear of the house toward Monashka Bay Road. For this reason, the only practical location for a carport is adjacent to the front of the house. The following land uses are permitted in the public lands district subject to the approval of a detailed site plan by the commission: 0. Swimming pools; 17.33.050 Yards. A. Front yard. The minimum front yard required is twenty -five (25) feet. B. Side yards. The minimum yard required an each side of a principal building is ten (10) percent of the lot's width but need not exceed twenty-five (25) feet. The minimum required side yard on the street side of a corner lot is twenty-five (25) feet. C. Rear yard. The minimum rear yard required is twenty -five (25) percent of the lot's depth but need not exceed twenty-five (25) feet. COMMENTS A site plan review should begin with a conceptual view of the overall project, and its relationship to the surrounding environment, and then proceed with a review of the site details as required by the ordinance. The most comprehensive description of a detailed site plan contained in Title 17 — Zoning, is found at KIBC 17.67 — Conditional Use Permits, 030 Site plan, which reads; A detailed site plan showing the proposed location of all buildings and structures on the site, access points, drainage, vehicular and pedestrian circulation patterns, parking areas, and the specific location of the use or uses to be made of the development shall be submitted with the application, "... "The review procedure itself should be a systematic process that starts with the overall design concept and ends with design details, such as the size and type of curbs and sidewalks, and should include the following steps. Site inspection Overall design concept Land use (contextual relationships to off-site areas) Local Master Plan Conformance Utility considerations (need and available capacity) Overall circulation (site access) Support facilities (schools, shops, police, fire, and the like) Internal site -use relationships Evaluation of environmental impact Analysis of on -site circulation Site design details Parking layout Landscape design Lighting Signage Street furniture." Presumably, the bulk of these design details have already been addressed by other appointed boards, but certainly, it is well within the purview of the Planning & Zoning Commission to revisit them at their discretion. Because the site is already largely developed with the existing hospital and long -term care facility, staff believes that conformance with the plan, adequacy of utility services, etc., are not necessary to review in this instance. This site plan has already been reviewed twice before by the Planning and Zoning Commission with regard to the proposed Community Health Center addition. A building encroachment variance was granted in Case 07 -011 and a parking variance was granted in Case 07 -023. Because this case involves a building addition as opposed to a new facility, the principal alterations to the site will involve a marginal change to the site and structure. Of the changes proposed, the development of new off- street parking and traffic circulation patterns comprise the more significant changes to the site. The building addition will be designed and constructed to blend with the existing architecture and will not be as noticeable once the construction is completed. Case 08- 001 /Staff Report Page 3 of 8 P & Z: July 18, 2007 ITEM VI - A encroachment variance case, the building addition will be constructed well above the adjoining road grade (similar to the existing hospital facility) and the addition will be located well away from adjoining residential uses. The parking plan will develop the maximum amount of remaining lot area that is available below the large retaining wall structure that was created during the last major expansion of the hospital facility and which largely defines the developable area of the site. As observed in other cases related to commercial and institutional developments, parking and traffic circulation is often the limiting factor on development. One thing that is not shown on the site plan is proposed landscaping. Since the addition and parking area development is likely to remove much of the natural vegetation from the site and replace it with large parking areas and access drive, it would be prudent to require some kind of landscaping to break up the large parking areas shown on the proposed site plan. Staff has included photographs of the existing site conditions that were presented in the two variance requests mentioned in this report. RECOMMENDATION Staff recommends that the Commission grant approval of the site plan submitted for review with Case 08 -001. APPROPRIATE MOTION Should the Commission agree with the staff recommendation, the appropriate motion is: Move to approve the site plan submitted as Case 08 -001, and find that the proposed development and use as shown on the site plan, and subject to a conditions of approval, are consistent with the standards for development in the PL- Public Use Land zone, and to adopt the finding in the staff report dated July 11, 2007, as "Findings of Fact" for this case.
