Barr, Borough Engineer and Bill Poland III Minutes of Previous Meeting - August 18, 1965 The minutes of August 18, 1965 were read and approved as read. IV Old Business A. Spot Zoning - Opinion from Attorney. Opinion was read by Engineer Barr. Referring to Lot 78, Erskine Subdivision, opinion stated the exception was actually a variance, and should have been treated as such. Therefore, the action taken was improper. V Communication and Appearance Requests A. Miller Point Recreational Lands. Ur. Earl Plourde and Mr. Dale Tubbs, Area Forester, both from Alaska Division of Lands were present. Mr. Tubbs outlined state plans for historic site, recreation site, and primitive area, all to be State Parks. Commissioner Franklin moved that Planning and Zoning go record as supporting the program as proposed by Alaska Division of Lands. Seconded by Commissioner Juelson. Unanimously passed by voice vote. Engineer Barr brought forth the old Russian Mill Site at Mill Bay, camp site near Naughton's and Baranof Mansion as desirableilistorical sites. Commissioner Edris moved that Resolution be prepared by Borough Engineer and Borough Attorney supporting the program and additing several additional historical sites to be sent to Borough Assembly. Commissioner Urie seconded. Voice vote was unanimous. Chairman Cornelius introduced Mary Putnam, Alaska State Housing Authority Planner.' Mary Putnam spoke on Russian seawall as historical park and stated that Alaska State Housing Authority owns it at present. B. Miller Point - Final Plat. Borough Engineer's report was read recommending approval of final plat. Commissioner Franklin moved tabling pending determination of reasons for removing several lots from plat as shown on prior plat presented. Commissioner Juelson seconded. Voice vote was unanimous. C. Hopkins Construction Co., - lot 78, Block 6, Erskine Addition. "-Variance -referred from City. No 'ation- required since action had been taken by City Council as Board of Appeals. - - D. Hopkins Construction Co. - Lots 8 and 9, Block 54, East Addn., "Variance" referred from City. Mr. Barr explained details of variances requested. Commissioner Edris moved to refer lot s 8 and 9 to public hearing. Commissioner Franklin seconded. Roll call vote was unanimous. E. Building permit - Stewart L. Berry, Back Yard Variance. Engineer Barr explained variances. Mr. Berry explained drain field requirements pre- cluded use of front yard for house. Commissioner Juelson moved that public hearing be held on variance. VII Minutes from Boards and Commissions Borough Assembly 8/19/65 VIII Audience Participation None IX Adjournment The meeting was adjouned at 9:25 p.m. OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF KODIAK HELD AT THE COURTROOM AUGUST 27, 1965, Presentmere Councilmen Lester, Dyson, Brechan, Long f/' Resoff. Absent was Councilman White. The meeting was called to order at 8:03 a.m. for the purpose of discussing a building permit for Jim Stansbury, contractor for Mrs. Kraft. As the building did not meet the required set back of 25' he had been referred to the Planning and Zoning Commission. He stated that they ook no action on this and referred him to the Borough Assembly. Councilman Long moved and as seconded by Councilman Brechan that the City Manager ask the City Engineer to look into - is and the problems involved and that if they were not serious, a building permit be granted. Voice vote was unanimously favorable. Meeting adjourned at 8:20 a.m. MINUTES OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF KODIAK HELD AT THE STATE COURTROOM ON AUGUST 27, 1965. es Present were Councilmen Lester, Dyson, Brechan, Long and Resoff. Absent was Councilman White. * The meeting was called to order at 8:21 a.m. for the purpose of discussing! the paving of Marine Way. This was discussed in detail and Mr. Jones read a letter from the Chamber of Commerce asking that the road be paved this year. Councilman Resoff moved and was seconded by Councilman Lester that the paving of Marine Way be done this year. The meeting recessed '., for a few minutes and reconvened with 2 representatives of Mullens present. The representa- tives stated that the road would be closed from 1 1/2 days to 2 and not to exceed 2 days. After a discussion roll call was as follows: Brechan no, Lester, Dyson, Long and Resoff yes. Motion carried. • Mr. Jones also read a letter from the Chamber of Commerce in regard to the site of the Outdoor Theatre requesting that the Highway be rerouted so as not to interfere with the site. Voice vote was unanimous. B. Baranof Heights - rezoning - vacation - public hearing - legal procedure from Borough Attorney. A letter from Borough Attorney was read by Engineer Barr. Commissioner Cornelius moved that Borough Attorney be requested to cooperate with Nr. Hubbard in ascertaining the fastest and most expeditious method of vacating in view of single ownership. Commissionel Juelson seconded. Voice vote was unanimous. VI New Business A. Zoning Map Revisions. Note: Order of business changed by request of Mr. Barr due to length of time needed on this subject. VII Correspondence A. Letter from Dr. R. Holmes Johnson. A letter from Dr. R. Holmes Johnson was read by Mr. Carr. D. Department of Natural Resources re: Miller Point and other recreational areas. A letter from Department of Natural Resources was read. Commissioner Cornelius moved invitation of state personnel to sit in on next meeting to discuss park plans be extended.
