My husband and I purchased our property on 30 May 1991 at the appraisal price of $136,000.00. At the time of purchase the property adjacent to ours was undeveloped. In the past two weeks the owner of this property has started development of this property and at. present has placed a condemned building on the property with the intent to renovate and remodel. This property is an eyesore and a health and safety hazard. My greatest concerns are for the children who already live and play in this neighborhood and for the property value of the homeowners who live here. I have already spoken with Mr. Bob Scholze on the telephone voicing these concerns and others. I understand that the zoning commission allowed this to happen to our neighborhood without regard to the reaction of us, the homeowners who already live here. I feel that if I wanted to live with this kind of thing in my neighborhood I would have purchased property in that kind of surroundings and not spent thousands of extra dollars to avoid this kind of thing. I have spoken with the owner of the subject property and he has assured me that he intends to bring the property's appearance up to the standards of the neighborhood by Christmas (December 1991). I accept this, if in fact he can, however the owner has told me also that he has cancer. In this I am referring to the possibility of the owner dying and not finishing this major project. I need assurances that if something like this should happen that the property would be finished or removed. The owner has stated to me that he has invested his life savings into this project. Well, so have my neighbors and I in purchasing our homes. We cannot afford to lose our property values. I myself am prepared to file suit if this happens against all responsible parties in order to recoup my losses. We purchased our home in November 1990 and live there with my son Peter. Ken is a First Class Damage Controlman on the USCGC STORIS which is homeported here and I am a First Class Yeoman at the Support Center. My son attends 7th grade at Kodiak Junior High. During the past year our family has sought to become an active participant in the Community. I am a member of the American Legion and my son and I took part in the wonderful outdoor drama, "The Cry of the Wild Ram ". On the morning of Saturday October 26, 1991 my husband and I walked out our front door and were shocked to find that an old dilapidated 1940's vintage asbestos shingle structure had been placed in a vacant lot that is adjacent to 1616 Lynden Way. This lot is across the street and two houses up from our home. Every time we go out our front door or look out our front windows it is staring at us. We live in a neighborhood composed almost exclusively of homes built within the last 5 years. The majority of the homes are single family dwellings with well kept yards and it is apparent that home owner take pride in their homes. The eye sore that has moved into our neighborhood clearly does not belong. I have spoken to the owner about my concerns and his intentions. He tells me that he intends to build a first story garage and place the old building on top of it as a duplex for himself and his family. He will rent the other half of the structure to tenants. He plans to have his family moved in by April 1992, and has promised me and others, that the exterior of the dwelling will be completed by Christmas 1991. It is my understanding that the old structure, moved onto the property, was condemned Coast Guard housing from Lake Louise. Before closing and removing these old housing units, the Coast Guard determined that they could not be economically rehabilitated and the structure did not meet minimum size requirements for adequate housing. Many of the units also had safety and health problems such as asbestos, lead paint, lead solder in the piping and antiquated wiring. None of them meet modern housing code requirements, I am writing to express my concern and the concern of my neighbors on Lynden Way about the way building permits and zoning ordinances contained in the City Code are being implemented. Inadequate provisions are in place to protect existing home owners from the destruction of their neighborhood. Ken and I intend to follow the progress on this house closely. We consider the current structure to be unsafe and unsuitable for the neighborhood. If the owner does not take prompt and aggressive action to bring the structure up to neighborhood standards we will seek to have it condemned and removed. Sincerely, . and Mrs. Kenneth A.
