SUBJECT: Dump Site Location,
Bell's Flats
This office is not prepared to make any recommendations
regarding a dump site location in the Bell's Flats area
without prior knowledge as to the operational and main-
tenance plans.
The State would not condone the designation of a dump
site without provisions for care and maintenance.
I concur that dumping facilities are needed out on the
road system and shall be making surveys as to tentative
locations.

The attached print shows one possible 1cbat1onIforTa dumpsite ;- This
site would be adjacent to the borrow sources and would not conflict
with any proposed residential area.
Suffieient trees are in the area to provide a partial area screen,
however it is recommended that additional screening be provided.
Two of the major prob&&ms concerned with the dump is who will operate
it and who will regulate or control its operation.

The dump site on Chiniak Road on Brown Point is on government/
property. Dumping at this site has been tolerated by the
Navy for some time. The Navy utilizes this site very little,
if- any. -Present -plans- are to close and post the area against
trespassing. (See attached letter)
It is apparent by the amount of garbage, trash and refuse
deposited at this site that there is a need for a disposal
site in the Bell's Flat's area. If a regular site is not
chosen, people will continue to start their 'own little dumps
along the highway or along the side roads. This has become
common practice with old automobile bodies which can be seen
when driving towards Chiniak in the Bell's Flat's area.
It is strongly recommended that a dump site be located in this
area. At the present time, this would not have to be on a
large scale, but something is needed. It is further recommended
that the Borough Engineer, Building Inspector and myself choose
a site to be used as a dump. This should be accomplished after
the snow is gone.

Dear Mr. Keiser:
The Chiniak dump site referred to in your letter of
' 4 March 1969 (and also known as Salonie Creek or
Brown Point) has been inspected and action has been .
initiated to bulldoze the trash away from the road
and fence the area with barbed - wire.: Signs will be
posted every.50 feet indicating that the area is
Government property and no dumping or trespassing
are permitted. The entrance to this area will also .
be blocked and a "barrel" pit dug between the road
and the dump.
This work is scheduled for accomplishment by 30 May
when Climatic conditions are more conducive to this
of work.,:`
