Planning and Zoning Commission review and approval, in accordance with Section 17.33.020 (Permitted Uses), of the Borough Code, of a detailed site plan for a proposed City Parks and Recreation office building, which includes a comfort station and maintenance garage, in Baranof Park. Dear Mr. Jones: The Kodiak Island Borough Planning and Zoning Commission at their meeting on June 19, 1996, approved the review and approval request cited above, subject to the following conditions: 1. Remove existing restroom facility and existing maintenance shed from the 25' foot setback along the unnamed alley. An appeal of this decision may be initiated by any person or party aggrieved by filing a written notice of appeal with the Borough Clerk within ten (10) working days of the date of the Commission's decision. The notice of appeal must state the specific grounds for the appeal and the relief sought by the appellant. Therefore, the Commission's decision will not be final and effective until ten (10) working days following the decision. Failure to utilize this approval within twelve (12) months after its effective date shall cause its cancellation. Please bring this letter with you if you need to come into our office to obtain zoning compliance for any construction on the property. The Commission adopted the following findings of fact in support of their decision:. 1. This proposed facility will not only consolidate and upgrade existing park facilities, but will also eliminate encroachment of existing structures into the 25 foot setback. LOCATION: Block 41 and 42, East Addition, Baranof Avenue ZONING: PL--Public Use Land One hundred eighteen (118) public hearing notices were mailed on May 29, 1996. BACKGROUND This request is for review and approval by the Commission of a site plan for the upgrade of park facilities in Baranof Park by the City of Kodiak. The proposal would consolidate three older structures, presently located partially or entirely in setbacks or over lot lines, into a single facility on a new location in the park meeting the twenty-five (25) foot yard setback requirement. The new facility would house Parks and Recreation Department offices, comfort stations (restrooms) and a maintenance garage. In conjunction with this project, the City is requesting in an accompanying case (S96-015) a vacation and replat of Blocks 41 and 42, East Addition Subdivision, including undeveloped portions of the 12th Avenue and Simeonoff Street right-of-ways, into a single park tract (S96- 015). Since Baranof Park already covers the entire vacate/replat area, these changes on paper will serve to bring the plat into conformity with what exists in reality and reflect more closely the historic use of the property. It will also allow structural development, such as proposed in this Case 96-011 Page 1 of 2 P & Z: June 19, 1996 Public Hearing Item VI-C case, without the unnecessary constraints of many extraneous lot lines and accompanying setbacks requirements. Additionally, consolidation and removal of existing structures will eliminate encroachment of existing garage and restrooms from setbacks. At 600 square feet, according to the floor plan the office/conference room portion of the structure would have a parking requirement of 3 spaces. The maintenance garage is single bay, which carries a parking requirement of 4 spaces. The seven (7) required parking spaces should be able to be located in the 25-foot setback along the alley/right-of-way in front of the proposed facility, as indicated in the site plan. RECOMMENDATION Staff recommends approval of the site plan submitted for this request. Replace the park rest rooms with new units which are adjacent to the area of the park rnost heavily used. Natural Iight would be provided by sky lights in the roof above them. The chase could be accessed from within the garage. Not only is the present garage too small and unheated, it's also below road grade and collects runoff. A heated facility would provide a ptace to do inside work during the winter. The present boiler is big enough to heat both the office and garage and coud be moved into the garage for added protection cluring extremely colcl weather and increased heat efficiency. A 400-watt high pressure sodium light could be mounted at the peak of the roof to provide much needed Ughtovertheparking area. 3.) Place tyveh, new siding, and new roofing over the entire building. The present office building is too cold and has too much air infiltration. Also, about 25% of the office roofing, including insu|ation, was blown off during the Presidents Day wind storm. 4.) Sheetrock and finish the office interior—starting with the conference room. Renovation would also inelude a countertop with sink, refrigerator and two- burner stove in the conference room. FILTHY DANGEROUS SWAMP — Located only a short distance from Kodiak's Main School is this filthy, dan- gerous swamp — created by runoff sewage from as far away as the vocational school area. The area is a pub-. lic-owned menace threatening the health and safety of school children and the entire community for that mat- ter. It is a joint responsibility of the city, borough and state — and one which obviously has long been ignored. One adjacent homeowner recently rescued a small girl and her dog from this mire which is waist deep on an adult and covers a sizeable area. Some years ago the city bought the barrels of asphalt and tar seen in these photos. The barrels have since rusted through and con- tribute further to an unbelievably ugly scene. The wa- ters are green with slime and in warm summer weather ghastly - smelling fumes boil up from a festering sore — which it is, right in the heart of one of our better residential areas. It will stay that way unless the public demands corrective action before the council, assembly and the governor.
