VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Minutes of Previous Meetings Bob Himes MOVED to approve the June 3, 2010 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Introductions Dvorak introduced Eric Olsen stating he is the VPSO Coordinator for KANA. Greg Bolyard introduced himself stating he's with USCG-MSD and replaced Jay Calkins but Lt. Mathews will be attending the meeting and he's out of town right now. New Business There was no new business for today but elections will be on the next meeting agenda. Informational Items a) Report on Sept. 3, 2010 PKIMC Natural Hazards Exercise (Marge DeGreef, RN) DeGreef stated the hospital did a Natural Hazards Exercise last week. It was an earthquake scenario where they had to evacuate. The evacuation site is in limbo between Main and Page 1 of 4 East EIementary and she knows they are working on a generator for East so it can be the evacuation site. They went to East and laid out what the hospital would look like if they had to do an evacuation. The drill went well and they exercised their Incident Command and found many things that to improve on. She said we struggle with satellite phone numbers for people we are supposed to contact via satellite phone if we have no power and we were without power for 72 hours during this exercise. b) ADOT/PF Exercise Update (Marge DeGreef) DeGreef said it was her understanding that DOT is going to do an exercise this fall and the hospital wants to participate in it. She said she wasn't giving an update but that she wanted an update. Dvorak asked if there's going to be some sort of medical component to this exercise. DeGreef was inaudible. c) FY2010 LEPC Grant Closeout Update (Duane Dvorak) Dvorak stated this is amendment #1 to our grant. We got $1,659.30 more than what was granted. Because we were over and had legitimate expenses they were able to give us this amendment and grant us the$1600 we spent. d) FY2011 LEPC Grant Award Update (Duane Dvorak, KIB) Dvorak stated this is this year's award and we're down about $2000. The reasons have to do with level funding to the LEPC Program. There was another LEPC/LEPD activated so all the LEPC's had to give up a portion of their funding to fund this additional district. e) Report on Larsen Bay Power Outage (Duane Dvorak,KIB) Dvorak stated a couple weeks ago the State Emergency Coordination Center informed us of the Larsen Bay power and communications outage.We were asked to monitor the situation but the concern was if there was a tsunami warning or a medical emergency in the community would the information be passed timely in order to mount a response from Kodiak. We did make efforts to establish communications, which brought me into contact with Eric Olsen from KANA and found we could correspond by email to people with backup generators at the cannery and the local health clinic that had satellite internet. Dvorak contacted Rich Courtney with the local amateur radio emergency services group who spent the evening attempting contact with high frequency radio although he wasn't able to contact the community directly. Within a few days the power had been partially restored and Dvorak called them every morning for a status report. f) State of Alaska Satellite Telephone Program (Duane Dvorak, KIB) Dvorak contacted Bob Himes who was willing to loan a satellite phone from this program to the VPSO program in addition a little backup generator so they can keep it charged. They were shipped to Larsen Bay within 24 hours of the initial event so the VPSO would have the satellite capability. Dvorak talked to Doug Shoenwald (DHS&EM) who encouraged us to make the villages more aware of the availability of this program. They have handheld versions for VPSO's and for designated shelters, health clinics, and such they have base Page 2 of 4 station models. Working through Olsen, Dvorak has attempted to give names for all VPSO's and to ensure all mayors and health clinics are aware of this program. Bob Himes stated the Bayside Mobile Command Post and KPD has one. Dvorak stated he has one also. Marge DeGreef stated the biggest challenge at the hospital is finding out what the other people's satellite numbers are. Dvorak said the State has a master list of all the units they have distributed. g) ICS 300/400 Training in Kodiak, October 12-15 (Rome Kamai,COK) Dvorak stated the slide is from the training and exercise monthly teleconference that the State does through their DHS&EM staff. They have published a training schedule and have positioned themselves as a training and exercise clearing house. The ICS 300/400 training is not offered on the FEMA online training service like the ICS 100 & 200 but if you want the training and dates from another community you can coordinate through the State. Local trainings are usually locally generated but because of the State's knowledge of these things as a clearing house if they have available seats you can put in a request and register to take these courses elsewhere. Rome Kamai stated we are sending Jim Mullican from the Kodiak Fire Department to do the train the trainer and combined with Bob Himes we should have 2 ICS instructors at the local government level. Eric Olsen stated coming up November 2-4 there will be Tsunami Preparedness Training in Dutch Harbor and all of our VPSO's from Kodiak will be attending. h) September is Preparedness Month- Ready.gov website (Rome Kamai, COK) Kamai stated September is the National Preparedness Month. You can go to the feds website where your private sector business or agency can become a coalition member. There's a tool kit that can be downloaded to help promote it within your organization making sure your employees are prepared at a minimum are prepared for disasters. Bob Himes stated during Fire Prevention Week on October 9 at Bayside Fire Department an Open House will be hosted by all 4 Fire Departments from 10 am - 2 pm. There will be food, door prizes, handouts and those kinds of things. Presentation There were no presentations. Communications a) Next LEPCA/SERC Meetings- October 8, 2010 in Anchorage Dvorak stated a LEPCA/SERC Meeting is on October 8th in Anchorage. Dvorak said Juneau will recommend to the SERC in October to allow electronic filing as an alternative to the traditional paper filings. Page 3 of 4 b] Next DHS&EM Bi-Annual Preparedness Conference w October 4-7, 2010 in Anchorage The next DHS&EM is a precursor to that on October 4-7th in Anchorage. Steve Doerksen, Kodiak Schools, announced there will be a town lockdown drill for the schools on September 30th at 9 am and it sounds like the City and Borough may join them.
