I. CALL TO ORDER OROUGH cLERICS OFF

The regular meeting of the LEPC was called to order at 1:30 p.m. y Bud Cassidy on
September 6, 2007 in the Kodiak Island Borough Assembly Chambers.

III. APPROVAL OF AGENDA
TC Kamai MOVED TO ACCEPT the agenda as presented. The motion was seconded
by Carolyn Floyd and it CARRIED by unanimous voice vote.
IV. MINUTES OF PREVIOUS MEETING
TC Kamai MOVED TO ACCEPT the minutes of the June 7, 2007 regular meeting as
presented. The motion was seconded by Mike Gardner and it CARRIED by unanimous
voice vote.

VI. BUSINESS ITEMS
A) Linda Freed stated the update meeting will be at 9:00 am on October 4, 2007 at
Bayside Training Center. She is doing another section update to the plan taking all
comments from the last planning meeting incorporating them into the plan, and
then doing another section. We are expanding our Pandemic Flu email list so
additional community members will know of the process.
B) Ruth Ann O'Gorman reported the no cost drive through Flu Clinic will be on
October 27`h at the Public Health Center on Mission Road. Big tents will be set up
in case of weather. It is a practicing social distancing exercise. We were the first
in the state of Alaska in 2004 to do this kind of exercise. CDC Admiral
Vanderwagon, who is in charge of dispensing funds will be coming to observe. It
will be advertised in the paper and we are looking for volunteers.

C) TC Kamai stated he hasn't heard anything new from Homeland Security about the
status of the application the City filed for consulting fees for the consultant to
review the community wide siren alert system.
D) Bud Cassidy stated in the process the Borough is trying to acquire funds to retrofit
our school buildings a planning process needs to be in place. We hired a
consultant to do a plan. It was divided into 2 phases-1 being a general plan so we
can be eligible to apply for FEMA grants that was completed. We applied for the
FEMA Grant for the middle school and received almost $1 million. We are
working on a portion of the middle school and that portion should be done in
November. We performed a vulnerability study on our schools. The single story of
the middle school was the one that was most at risk. We have to do more specific
work now especially in some of the villages. Instead of the consultant going to the
villages it will probably be Cassidy or Dvorak going to Karluk to complete the
plan. The consultant doing our work is an economist that worked on the original
plan that reviewed all of our schools. We had to provide cost benefit analysis to
show FEMA that it was worth their effort to fund the projects. We hope to get the
work done this fall.
E) Cassidy stated Pavlof Volcano is near Sand Point and King Cove. From a hazard
standpoint we are a distance away. Pavlof continues to be active and is at orange
status and Cleveland is at yellow status.
Linda Freed said because Cleveland has been downgraded to yellow they're not
paying as much attention to it because it looks like it isn't going to do anything
significant. For anyone interested you can google Alaska Volcano Observatory
and it will take you to their website where you can get on their notification list.
You will get an update once a day, on Friday they send out a weekly update so you
will get 2, and then if they decide something is news worthy they do an individual
bulletin.
F) Ed Gonzalez gave presentation for Marjorie Degreef. He stated the exercise is
involves the Extended Care Center which is a residence within the hospital. We
have reached a memorandum of agreement with a mover. A kit (a bag with
personal items) has been put together for each resident to be kept at the foot of
their beds. The drill will include movers coming to move some of the residents
and their belongings in a moving van. There are volunteers to take the place of
some of the residents and they will be moved to Main Elementary which is our
backup hospital site. There are handlers assigned to each resident to walk, sit, and
be with through the exercise.
G) Linda Freed gave a presentation for Rob Greene who couldn't attend. Freed stated
the State Airport has a new FAA Homeland Security requirement that they
provide response capability for an offshore accident, basically a plane going down
in the water, and they are required to have a drill. She doesn't know when the drill
will take happen, but she does know they need some agreements in place. Freed
suggested it would be good to have a regional drill that was more than a paper
drill but would require time for planning. Freed feels we should have a mass
casualty drill that would involve the hospital, City of Kodiak transport and have it
outside city limits because all of our drills so far have taken place inside city
limits where the City is the primary responder. Having it outside city limits would

test some of our organizational structures and the way we deploy equipment and
that sort of thing.
H&I) Cassidy stated for the last 2 years we have received an identical amount of
$17,800 as a planning grant for supplies, and support services.
Freed stated Dvorak used a chunk of FY07 money to get the existing community
handbook translated into Tagolog and Spanish. They are waiting for some of this
year's money to be used where an update on the Pandemic and communicable
diseases can go into the document. It would then be translated and then review to
update because it has been 5 years since we printed the last community handbook.
J) Rome Kamai reported the 103`d of the Army will be here September 8 through
15�h. While they are here they wanted to have a joint drill. In conjunction with
Trident Seafood, they are planning an ammonia release drill September 13th from
8 am-1 pm. There will be an observation area for the media and any observers.
They will also provide some ionizing radiation training. Staging areas will be at
the Elk's Lodge or Pier 1,the ferry terminal.
VII. PRESENTATIONS
A) Video presentation -"Why don't we do it our sleeves" pertains to the proper way
to cough into your sleeve to prevent spreading the germs.
VIII. COMMUNICATIONS
A) Bud Cassidy stated the State meetings are going to be on September 18, 19, and
20, 2007 in Fairbanks. Both Linda Freed and Bud Cassidy stated they will be
attending.
Freed stated the State Seismic Commission are meeting at the same time so there
can be some joint meetings. She also stated there's a proposal request for LEPC's
for special project funding. Freed is on the State Emergency Response
Committee's Finance Committee and they will be reviewing project proposals for
funding because there is money left over from what was allocated for FY 08.
Freed also said the City of Kodiak is in the process of doing an in house
application for a new Fire Chief. Andy Nault, who has been with the City of
Kodiak for 26 years, is retiring and relocating.
IX. ADJOURNMENT
